Nagaland Police will launch an online complaint tracking system as DGP Rupin Sharma calls for stronger action against violence
KOHIMA — Nagaland Police is set to launch within the next 10 to 12 days an online system that will allow people to submit complaints and track action taken on them, particularly in cases involving violence against women and children, Director General of Police (DGP) Rupin Sharma said on Tuesday.
Speaking at the ‘State Level Convergence Meeting to Address Violence Against Women and Children’ in Kohima, Sharma said the proposed system would provide a single platform for people to submit grievances.
He said police would examine complaints to determine whether they disclosed a cognisable offence, a non-cognisable offence or a purely civil matter.
Complainants would also be able to track the progress of their cases, including whether an FIR had been registered and, if not, the reasons for it.
According to Sharma, the system could help police identify patterns in repeated complaints involving child abuse, domestic violence, stalking and similar offences, creating opportunities for timely intervention before such behaviour escalated.
He stressed that people facing abuse or violence needed accessible avenues for seeking help and urged victims to report incidents to the authorities.
The DGP also called for stronger coordination among government departments, police, legal services and civil society to address violence against women and children effectively.

Though several mechanisms and services were already available for the protection of women and children, he said gaps remained in their implementation and coordination. Institutions, he added, must not merely exist on paper but function efficiently on the ground.
Sharma also cautioned NGOs, civil society organisations and members of the public against taking the law into their own hands, particularly in cases involving cognisable offences.
He said that intervention by customary or community bodies should not obstruct or suppress criminal cases requiring police action.
The DGP maintained that society and laws continued to evolve, requiring institutions and communities to recognise harmful practices and develop better mechanisms for intervention and protection.
The convergence meeting was organised by Mission Vatsalya and Mission Shakti under the Department of Social Welfare in collaboration with Nagaland Police and the Nagaland State Legal Services Authority (NSLSA).

Director of Social Welfare Tosheli Zhimomi said the meeting brought together stakeholders from all 17 districts.
Sharing data for the 2025-26 financial year, Zhimomi said Shakti One Stop Centres handled 311 cases, while Women Helpline 181 received 144 cases related to gender-based violence and information-seeking calls concerning women-related schemes and services.
The cases included domestic violence, cybercrime, sexual assault, POCSO, missing cases and other situations involving women in distress.
Under Mission Vatsalya, Child Welfare Committees received 640 cases involving children in need of care and protection during the same financial year, while Juvenile Justice Boards handled 56 cases involving children in conflict with law.
She shared that 639 children were in Child Care Institutions, while Child Helpline 1098 received 2,632 cases during the two-and-a-half-year period from September 1, 2023, to March 25, 2026.
According to Zhimomi, the figures and complexity of cases demonstrated that no single department could address violence in isolation. She said the meeting aimed to identify gaps in existing response mechanisms and develop an integrated approach to intervention and protection.
She stressed that women and children seeking help should not be forced to navigate multiple systems on their own but should be seamlessly connected to appropriate services.
Zhimomi also informed that the Social Welfare department, under Mission Shakti and Beti Bachao Beti Padhao, plans to provide sanitary vending machines and suggestion or grievance redressal boxes to registered schools across the state in convergence with Nagaland Police.
Additional Secretary of Social Welfare, Olemjungla Aier, outlined services under Mission Vatsalya and Mission Shakti.
Other speakers included NSLSA Member Secretary Neiko Akami, Additional Superintendent of Police, Zunheboto, Dr Tiamenla Phom, and Director of Prodigals Home, Dimapur, K Ela.
