DIMMPUR — The Naga People's Front (NPF) on Saturday declared and dedicated its intending candidate for the upcoming bye-election to Ward-11 under the Chümoukedima Town Council.
The programme for Neichü U Kuotsu was held at the local ground, Block-4, 7th Mile Junction, near the DC Office.
The Ward-11 seat has remained vacant since the demise of councillor Keneiseto Medoze in September 2025. The bye-election is scheduled for June 16, with Kuotsu set to contest against BJP candidate Kezhanguto Zhotso.
Addressing the gathering, Advisor for Urban Development and Municipal Affairs and legislator in-charge of the Chümoukedima division, Zhaleo Rio, expressed confidence in Kuotsu’s candidature and called upon party workers and supporters to work unitedly to secure victory in the bye-election.
The advisor described Kuotsu as an experienced public leader who served in the erstwhile Chümoukedima Town Committee from 2005 to 2010 and was recognised for his contributions to the town’s development and public welfare.

He also noted that Kuotsu served as general secretary of the NDPP Central Office from 2021 to 2025 before taking up responsibilities at the NPF central office following the merger.
While welcoming a friendly electoral contest against the BJP candidate, Zhaleo said the NPF already holds a majority in the council and is therefore in a position to provide stronger representation within the governing body.
He stressed that elections should not be influenced by monetary considerations but by the quality and capability of candidates. Rio also pointed to the rapid growth of urban populations and increasing migration from rural areas, stating that effective local governance has become increasingly important in addressing the needs of urban residents and promoting sustainable development.
Speaking at the programme, Kuotsu appealed to voters to support the NPF in the bye-election and pledged to continue the developmental vision of his late brother and former councillor, Keneiseto Medoze.
Highlighting challenges faced by the ward, he described Ward-11 as one of the most neglected under the town council, citing poor road conditions and inadequate infrastructure. He appealed to Zhaleo to prioritise blacktopping of roads in the ward.
Short speeches were also delivered by MLA A Pongshi Phom and other party leaders.
