Nagaland Police suspends constable accused in Kiphire rape case as women's body demands speedy investigation and fast-track trial

DIMAPUR — A constable of Nagaland Police, posted with the Armed Branch at District Executive Force (DEF), Kiphire, has been placed under suspension after a rape case was registered against him in connection with the alleged sexual assault of an 82-year-old woman in Kiphire town.
The suspension order was issued by the superintendent of police (SP), Kiphire, on Thursday, a day after an FIR was lodged by the victim's family.
According to the order, disciplinary proceedings are being contemplated against Heluikie Nsanglung, the accused cop, in connection with allegations that he raped the elderly woman on June 17.

The order stated that during the period of suspension, his headquarters would remain RHQ DEF Kiphire and that he would not be permitted to leave the headquarters without prior permission. It further stated that he would be entitled only to subsistence allowance as per the rules.
Meanwhile, the Akehta Sangtamlaru Thsingmüjang (AST) on Thursday submitted a representation to the SP, seeking an expeditious investigation and urging authorities to oppose any bail application filed by the accused.
AST general secretary Atsala Anar told Eastern Mirror that the accused is an immediate neighbour of the victim. According to her, the accused was allegedly alone at the time, as his wife was away in Peren for work.
She claimed that the victim's daughter had reportedly served him food on the morning of the incident before leaving for work and that the alleged assault took place after she had left the house. She also said the 82-year-old woman had undergone eye surgery last year and has hearing impairment.
The AST expressed concern that the accused is a member of the police force. It urged the police to ensure a fair, impartial and time-bound investigation; protect the victim and her family from intimidation, pressure or influence; and expedite submission of the charge sheet within the prescribed period.
The AST also called for a transparent investigation free from external interference, swift suspension and dismissal of the accused following due process, a fast-track trial, and medical, psychological and legal support for the survivor.
“No rank, uniform or position will serve as a shield against accountability,” the organisation stated, further demanding suspension and dismissal of the accused.
