KOHIMA — In Nagaland state, rearing silkworms
has generated employment for 17,350 people to date, as informed by the Governor
of Nagaland, La. Ganesan, during his address at the sixth session of the 14th
Nagaland Legislative Assembly (NLA) on Monday.
In his address, the governor said that the government will
soon enter its third year and has been working to fulfil its commitments to the
people of the state. He also provided updates and statistics about various
departments.
He stated that the Department of Sericulture, under the Silk
Samagra-2 Programme, has covered 800 beneficiaries through skill development
and has also provided machinery and equipment support.
Under the National Livestock Mission (NLM) Programme of the
Government of India (GoI), the Department of Animal Husbandry and Veterinary
Services has established 26 pig breeding farms through credit linkage (50% bank
loan capital subsidy from GoI) during 2024-25. These farms have produced a
total of 35,200 piglets, along with an additional 88 tonnes of meat.
He also provided an update that the state is constructing
three veterinary hospitals in Chümoukedima, Niuland, and Shamator at an
estimated cost of INR 250 lakhs.
The Department of Co-operation, under the "Fast Track
Loan Recovery Drive," has recovered INR 343.25 lakh over the last four
years. The state has also uploaded data for 8,020 registered cooperative
societies to the National Cooperative Database.
The Department of Rural Development generated 65.94 lakh
person-days of employment through MGNREGA until February 11, 2025.
Additionally, under PMAY-G, a total of 8,191 houses were constructed in
2024-25. To date, the state has constructed 20,569 houses out of a cumulative
target of 48,830 houses.
He also stated that the Public Health Engineering
department, under the Jal Jeevan Mission (JJM), has provided 3,37,174
functional household tap connections (FHTC) to date. Additionally, 26,601 rural
households are planned for coverage with drinking water supply through FHTC
during the current financial year. Out of 1,548 rural villages and habitations,
1,135 have been covered with FHTC to date.
He mentioned that the Department of Water Resources, under
the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) – Har Khet Ko Pani (HKKP),
is expected to complete 270 surface minor irrigation schemes at an estimated
cost of INR 206 crore by March 2025. Under the groundwater scheme of PMKSY, 262
units of groundwater irrigation schemes, at an estimated cost of INR 18 crore,
covering five districts—Dimapur, Peren, Wokha, Mokokchung, and Mon—have been
completed.
The Department of Geology and Mining, under the coal sector,
is undertaking regional exploration in two blocks in the Mokokchung district.
For strategic minerals (nickel, cobalt) bearing iron ore deposits, the
department plans to carry out detailed exploration in the Pokphur block in
Kiphire district and G3 level exploration in Mollen under Meluri district.
G3 exploration of limestone resources in Mimi, Khongka, and
Hakumute under Kiphire district is also being conducted. To facilitate
multi-elemental analysis of minerals, rocks, and soil, the department has
strengthened its chemical laboratory with the installation of WD-XRF
(Wavelength Dispersive X-ray Fluorescence).
The Power department has completed the award process for
tenders under the Revamped Distribution Sector Scheme (RDSS), and work is
expected to commence at the earliest. The Government of India has sanctioned an
amount of INR 667 crore for the scheme.
Under the "Green Village Initiatives," the Power
department selected 23 villages and distributed free LED luminaires.
Additionally, at the existing Nagarjan substation, the department is
undertaking an upgrade of the transformation capacity at a cost of INR 24
crore. A new substation, with associated transformation lines, is also under
construction in the Chümoukedima district.
Under the PM-Surya Ghar Muft Bijli Yojana (PMSG-MBY), the
Power department has installed seven rooftop solar panels with an installed
capacity of 24.11 kWp. Additionally, INR 20 crore under the Special Assistance
to State for Capital Investment is being used for the installation of 18,000
smart prepaid meters in Dimapur and Kohima towns, he updated.
He mentioned that the Department of New and Renewable Energy
has installed a 5 MW solar power plant (phase I) at Hovukhu Village in Niuland
district. Phase II of the project, with a similar capacity at the same
location, is also expected to be completed this financial year. Meanwhile, a 5
MW solar power plant at Zhadima village/Teichuma village is also under
implementation.
The Public Works Department (Road and Bridges) has completed
six roads covering 108.50 kilometres under PMGSY, three roads covering 46.34
kilometres under NESIDS (Roads), and one bridge with a span of 20 metres under
the CRF scheme. More than 95 road and bridge projects, covering the entire
length and breadth of the state, are being undertaken by the department during
this financial year.
He also highlighted some projects undertaken by PWD
(Housing) and PWD (National Highway). Furthermore, he mentioned that the Civil
Administration Works department completed the public ground at the DC office
complex in Chümoukedima, the conference hall at the chief secretary's bungalow,
the ADC office at Pughoboto, the GA Rest House at Pfutsero in Phek, the GA Rest
House at Hoshepu EAC HQ in Zunheboto, the flat-type quarters (type-B) with site
and services at ADC HQ Mangkolemba, Mokokchung, and the ADC office at Akuluto.
He also mentioned that the state has registered a total of 32,017
MSME units as of January 2025. Additionally, since the launch of the State
Startup Policy in 2019, five incubator institutions have been established,
entrepreneurship development centres have been set up in 16 schools and six
colleges across the state, and 330 startups have been promoted to date.
Meanwhile, Nagaland has recently been acknowledged as the state with a 200%
surge in new startup formations.
The Motor Vehicles department has entered into a
collaboration with HDFC Bank for the facilitation of e-challan and payment
gateway. This digital payment service facility was launched across all RTO and
DTO offices in the state. Additionally, NST has inducted five new buses during
the year 2024.
Further, he updated that the Urban Development department,
to cater to street vendors, has completed a marketing shed at Medziphema, and
two marketing sheds are under construction at Chiephobozou and Shamator.
Under the PM SVANidhi Scheme, 4,595 street vendors have
availed loans, enabling them to diversify their businesses. During 2024-25, 41
SHGs were formed, and 40 SHGs have availed the revolving fund through DBT under
the Deendayal Antyodaya Yojana - National Urban Livelihood Mission.
