Representatives of the Dimapur Naga Students’ Union and Nirmal Kumar Jain appeared before the Nagaland Commissioner over alleged discrepancies in certificates submitted by Jain.

KOHIMA — Representatives of the Dimapur Naga Students’ Union (DNSU) and Nirmal Kumar Jain appeared before the commissioner of Nagaland on Wednesday following a summons issued in connection with alleged discrepancies in documents submitted by Jain.
Briefing the media after the meeting in Kohima, DNSU representatives claimed that Jain’s reply to the show-cause notice was “ambiguous” and that discrepancies had been observed during the proceedings.
DNSU general secretary Michael Kath said that the commissioner had called both parties after receiving a report from the deputy commissioner (DC) of Dimapur.
He stated that the findings indicated anomalies and discrepancies in the manner in which Jain allegedly procured the certificates.

Kath expressed hope that the outcome of the proceedings would be in the interest of the people of the state and that justice would be delivered in favour of the union.
DNSU assistant general secretary Azo Wetsah said that the union’s fight was not against non-locals who are peacefully settled in Nagaland, but against unscrupulous individuals who exploit loopholes in the system.

He added that while further details of the findings were not disclosed, the union was informed that discrepancies were found and Jain’s reply was considered ambiguous.
The case pertains to Nirmal Kumar Jain, whom the DNSU has alleged of illegally obtaining a Non-Naga Indigenous Inhabitant of Nagaland certificate and subsequently acquiring land through fraudulent means.
Following a representation submitted by the union in June last year, DC Dimapur constituted a fact-finding committee to examine the allegations.
The committee’s findings, which reportedly concluded “aggravated fraud” and “connivance to defraud the government” by Jain, was submitted to the commissioner of Nagaland in September 2025.
Based on the findings, Jain was served a show-cause notice on November 14, directing him to explain within 15 days why his certificate should not be cancelled. Jain submitted his reply on November 27, 2025.
Subsequently, the commissioner summoned both the DNSU representatives and Jain to appear in person for the hearing.
