DC Niuland stresses efficient functioning of GBs, village councils

DIMAPUR — The Niuland district administration organised a seminar for village functionaries at the DC conference hall on October 13.


According to a DIPR report, DC Niuland Sara S Jamir, in her keynote address, stated that the seminar was an initiative of the district administration to strengthen the role and functions of the gaon burahs (GBs) and village councils at the village level, as they serve as the link between the public and the district administration.


She said the GBs and village council members are the “eye, ear and hand of the government” and called for proper and efficient functioning at the village level.


EAC Sadar, Vitoka Yeptho, highlighted the provisions of the Village Council Act 1978, emphasising the roles of the village development boards (VDBs), village administration, policing, and village court. He said the village council is the government at the grassroots level and reminded the participants to maintain written records of all their functions.

Avonuo Kire, SDO (Civil), Niuland, explained in detail the procedures and guidelines for issuing the Permanent Residence Certificate (PRC), Scheduled Tribe (ST) certificate, and Indigenous Inhabitant Certificate (IIC).


EAC Aghunaqa, Khempa, presented the consolidated guidelines of the Home department on the Inner Line Permit (ILP). Nokwketba Longkumer, ACP Niuland, briefed on the functioning of policing and basic law and order matters at the village level.


Atoka K Sema, BDO Niuland, emphasised the VDB Model Rules, while Longchendi Wati Longchar, JE Kuhuboto (Public Health Engineering Department), and Dr. M Jangyukala, horticulture inspector from the District Horticulture Office, Niuland, highlighted various schemes and projects being implemented in the district.


The session was followed by an interaction and question hour.
