Nagaland has completed zero PMGSY Phase III roads, with technical, monsoon and financial hurdles delaying projects until 2028
KOHIMA — Not a single road under the Pradhan Mantri Gram Sadak Yojana (PMGSY) Phase III has been completed in Nagaland till date, PWD (Roads & Bridges) Minister G Kaito Aye informed the Nagaland Legislative Assembly on Wednesday.
He was responding to a query from MLA Nuklutoshi during the ongoing 14th session of the Assembly.
According to the minister, work orders for Batch I projects were issued in March 2024, while those for Batch II were issued in January 2025. However, actual work could begin only in February 2026.
Explaining the delays, Kaito said contractors initially required three to four months to mobilise machinery and materials for Full Depth Reclamation (FDR), a relatively new technology being used for the works. FDR also requires favourable weather conditions for execution.

He cited the lockdown of the OMMAS Portal from March 2024 to April 2025 as another factor. The monitoring and payment portal was locked by the Ministry of Rural Development (MoRD) and National Rural Infrastructure Development Agency (NRIDA) due to issues related to the National Informatics Technology (NIT), with only NPWD-registered contractors allowed during the period.
The minister also pointed to prolonged monsoon disruption from May to October 2025. The early onset and extended torrential rainfall brought earthwork and sub-base construction to a standstill, while the weather-sensitive nature of FDR further affected progress.
Another setback came from the migration to the SNA-SPARSH financial management system between September 2025 and January 2026, which temporarily halted disbursements across the country. Kaito said it took about five months for the issue to be resolved.
Meanwhile, considering the constraints faced by states, the MoRD/NRIDA has extended the completion deadline for PMGSY Phase III works to March 31, 2028.
With the issues now resolved, the state government is confident of completing the works before the revised deadline, the minister said.
