The Nagaland Transport Department has ordered strict enforcement of High Security Registration Plate rules.
DIMAPUR — The Transport Department, Government of Nagaland, has directed the strict implementation of provisions relating to High Security Registration Plates (HSRPs) on motor vehicles in compliance with the directives of the Supreme Court of India and the Ministry of Road Transport and Highways (MoRTH).
According to an official notification, the Supreme Court, in its order dated December 13, 2023, in W.P. (Civil) No. 13029 of 1985, M.C. Mehta vs. Union of India & Others, mandated the strict implementation of HSRP provisions for all motor vehicles.
Subsequently, the MoRTH, through an advisory issued on January 7, 2026, reiterated the need for compliance and clarified that HSRPs must be procured only from licence plate manufacturers or dealers approved by the state government and possessing valid type approval issued by the Central Road Research Institute (CRRI), New Delhi, or any agency authorised under Rule 126 of the Central Motor Vehicles Rules, 1989.

In compliance with these directives, the Transport Department has instructed all registering authorities and enforcement personnel in the state to ensure strict adherence to the Supreme Court's order and the MoRTH advisory.
The notification also directed authorised HSRP dealers not to manufacture or affix High Security Registration Plates on any vehicle without prior authorisation from the concerned registering authority and without making the requisite entries in the VAHAN database.
The department warned that vehicle owners and HSRP manufacturers found violating the prescribed provisions would be liable for penalties under the relevant sections of the Motor Vehicles Act, 1988.
