Nagaland has set up state, district, and block-level committees to implement the NAPDDR and Nasha Mukt Bharat Abhiyaan.
DIMAPUR — In pursuance of the directives of the Ministry of Social Justice and Empowerment, the Government of Nagaland has constituted the State Level Steering and Monitoring Committee, District Level Drug Demand Reduction Committee, and the Block Level Drug Demand Reduction Committee for the effective implementation of the National Action Plan for Drug Demand Reduction (NAPDDR) and the Nasha Mukt Bharat Abhiyaan (NMBA) in the state.
According to a notification issued by the Social Welfare department, the committees have been constituted to strengthen coordination, monitoring, and implementation of drug demand reduction initiatives at the state, district, and block levels.
The State Level Steering and Monitoring Committee is chaired by the chief secretary. Its members include the home commissioner; the commissioner and secretary of Health and Family Welfare (H&FW); the commissioner and secretary of Rural Development; the secretary of Higher and Technical Education; the secretary of Information and Public Relations; the secretary of Youth Resources and Sports; the commissioner and secretary of Urban Development and Municipal Affairs; the commissioner and secretary of School Education and State Council of Educational Research and Training; the commissioner and secretary of Skill Development and Entrepreneurship; and the secretary of Women Resource development.

Other members include representatives from non-governmental organisations (NGOs) working in the field of drugs, specifically the Ark Foundation, Youth Mission, and Kripa Foundation, as well as the director of Social Welfare. The secretary of Social Welfare serves as the member secretary.
The District Level Drug Demand Reduction Committee is chaired by the deputy commissioner, with the superintendent of police, a representative from the District Legal Services Authority, the medical superintendent, and the district education officer representing Higher and School Education serving as members. Additional members include a representative from the Child Development Project Officer (CPDO) and representatives from two NGOs working in the field of drugs, nominated by the deputy commissioner. The district welfare officer serves as the member secretary.
The Block Level Drug Demand Reduction Committee is chaired by the block development officer (BDO). The committee members include the headmaster or teachers of government primary schools representing School Education, representatives from two self-help groups (SHGs) nominated by the BDO, an ASHA worker, an Anganwadi worker, and two members from youth groups or local leaders nominated by the BDO. The CDPO serves as the member secretary.
The notification stated that the committees will oversee planning, coordination, monitoring, awareness generation, rehabilitation support, and community-based interventions under NAPDDR and NMBA. The state-level committee will meet quarterly, while the district- and block-level committees will meet monthly.
