Finance department, extends Fourth State Finance Commission term and seeks public views on local body finances.

DIMAPUR — The Finance Department, Government of Nagaland, has extended the term of the Fourth Nagaland State Finance Commission till March 31, 2026.
According to a DIPR report, the commission been asked to review the financial position of the rural local bodies in addition to the urban local bodies and to make recommendations covering a period of five years commencing on April 1, 2026, to March 31, 2031, relating to the principles governing the distribution between the state and local bodies of the net proceeds of taxes, duties, tolls and fees leviable by the state which may be divided between them; the determination of taxes, duties, tolls and fees which may be assigned by any law in force or orders, or appropriated by, the local bodies wherever applicable; and the grants-in-aid to the local bodies from the Consolidated Fund of the State wherever applicable.
It has also been asked to recommend measures needed to improve the financial position of the local bodies and address any other matter referred to the commission by the government in the interest of sound finances of the local bodies, provided that nothing contained in these clauses requires the commission to make recommendations in every case.

In making its recommendations, the commission has been asked to have regard, among other considerations, to the objective of balancing the receipts and expenditure of the state government and the local bodies and for generating surplus for capital investment; the resources of the state government and demands thereon, particularly in respect of expenditure on civil administration, maintenance and upkeep of capital assets, maintenance expenditures on plan schemes and other committed expenditure or liabilities of the state; and the requirement of the local bodies, their potential for raising resources and for reducing expenditure.
The commission invites suggestions and views on issues relating to its terms of reference from members of the general public, institutions and organisations. Suggestions or views may be sent by post to the Member Secretary, Fourth Nagaland State Finance Commission, Directorate of Treasuries and Accounts Building, First Floor, New Capital Complex, Kohima, Nagaland, or by email to fourthfincom2024@gmail.com, latest by December 10, 2025.
The commission stated that the views and suggestions will go a long way in enabling the rural local bodies to deliver better services to its citizens.
