PM-DevINE scheme sanctions 44 projects worth INR 5,728.79 crore across Northeast, covering infrastructure, healthcare, aviation and investment initiatives.

KOHIMA — Since the inception of the Prime Minister’s Development Initiative for North East Region (PM-DevINE) scheme under the Ministry of Development of North Eastern Region (MDoNER) in October 2022, a total of 44 projects worth INR 5,728.79 crore have been sanctioned up to November 11, 2025, across various sectors including roads, health and the startup ecosystem.
This was informed by Minister of State for Development of North Eastern Region, Sukanta Majumdar, in a written reply to a question in the Rajya Sabha on Thursday.
The minister stated that DoNER organised the Rising Northeast Investors Summit 2025 to catalyse trade and investment in the north-eastern region. The focus sectors identified for attracting investment included tourism and hospitality; agro-food processing and allied sectors; textiles, handloom and handicrafts; healthcare; education and skill development; IT/ITeS; entertainment and sports; infrastructure and logistics; and energy.

He said that the initiative enhances economic activities in the region and provides employment opportunities for the youth across multiple sectors.
Referring to civil aviation initiatives, Majumdar informed that the Ministry of Civil Aviation launched the Regional Connectivity Scheme–Ude Desh ka Aam Nagrik (RCS-UDAN) on October 21, 2016, to enhance regional air connectivity from unserved and underserved airports and make air travel affordable.
Under RCS-UDAN, a total of 90 routes have been operationalised in the region, connecting 12 airports and heliports across the region. The 10 airports include Pasighat, Tezu, Hollongi, Jorhat, Lilabari, Rupsi, Tezpur, Dimapur, Shillong and Pakyong, while the two heliports are Jiribam and Tamenglong.
Since January 2022, 42 RCS routes have been operationalised in NE states.
He added that three new aerodromes have been operationalised during the period, including Hollongi Airport in Arunachal Pradesh and the heliports of Jiribam and Tamenglong in Manipur.
In addition, MDoNER has sanctioned the project ‘Development of Heliports and Helipads in Thenzawl, Mizoram’ at a cost of INR 12 crore on October 13, 2025, under the North East Special Infrastructure Development Scheme–Other than Roads Infrastructure (NESIDS-OTRI).

• Upgradation of the Radiation Oncology Centre at CIHSR — Sanctioned on June 13, 2024; cost INR 34.50 crore.
• 50-bedded hospital at Peren — Sanctioned on April 29, 2025; cost INR 44.65 crore.
• Multi-speciality hospital at Chümoukedima — Sanctioned on June 9, 2025; cost INR 58.72 crore.
48 delayed projects foreclosed
In another written reply, Majumdar said that DoNER has strengthened its monitoring system by setting up Field Level Technical Support Units in all eight NE states. These units regularly interact with project implementing agencies and update project data on the PM Gati Shakti portal.
Project Quality Monitors and Third Party Technical Inspection Agencies have also been introduced to further strengthen oversight.
He stated that projects are periodically monitored and inspected by officials of DoNER and the North Eastern Council. A total of 599 projects were inspected during 2024–25, while 198 projects were inspected during 2025–26 (till December 12, 2025).
The minister said that DoNER conducts regular review meetings with the state governments of the North Eastern Region to expedite project execution, including long-pending works. Projects that were inordinately delayed or stalled for extended periods have been foreclosed either on an ‘as is where is’ basis or on a ‘full refund’ basis after due consultation with the concerned states.
As on December 12, 2025, a total of 48 projects have been foreclosed, of which 17 were foreclosed on an ‘as is where is’ basis and 31 on a ‘full refund’ basis.
