- KOHIMA — Phezoucha
Rhüba in Kohima launched the digital house numbering (DHN) system on Saturday
with Ruopfukuotuo Noudi, additional deputy commissioner (ADC) of Kohima as the
special guest during a programme held at BEITS Plaza, Secretariat Road, Kohima.
- Speaking at the launch programme, Noudi described Phezoucha
Rhüba as one of the fastest-growing colonies in Kohima district. Considering
its strategic location by housing various government offices, he stated that it
has the potential to become a model colony.

- Stating that DHN would go a long way in helping the state
government with data management, he expressed hope that other colonies would
emulate the initiative for progress in the right direction. He also stated that
many areas in the city need improvement.
- Ayie Yhome, chairman of Lhisemia Council, stated that
Phezoucha Rhüba is a local term for an area larger than a colony—more like a
village in itself—and is one of the 16 Rhüba of L Khel.
- He appreciated the household data collection initiative,
noting that it would greatly benefit the L Khel and Kohima village. He also
sought support from other Rhüba and colonies if they intended to undertake similar
exercises in the future.
- Yhome urged community members to be accommodating and live
harmoniously with other communities. However, he emphasised that the L Khel
does not accommodate illegal immigrants and does not offer them employment, in
line with the stance of the Angami Public Organisation (APO).
- Petevilie Khatsu, co-convener of DHN, explained that the aim
of digital house numbering was for effective management and creation of a safe
and secure living environment.
- He stated that the objective was to create a dynamic
database of all houses, geo-tag with a unique digital ID. According to him, the
database would include basic identity of every household such as Aadhaar and
contact numbers to facilitate law and order, issuance of residence
certificates, collection of sanitation and other utility fees and overall
colony management.
- He added that all building/ house information would be
uploaded to open-source platforms like Google Maps, OpenStreetMap (OSM) and
others.
- Khatsu further informed that under the DHN initiative, 10.31
square kilometre have been divided into six blocks and 24 sectors, mapping
2,345 buildings of which data for 893 buildings has been collected so far.
- Dr. Ketsukietuo Dzuvichu, convenor of DHN, who led the
programme, explained that digital house numbering is a system where each house
or property is assigned a unique digital identifier, often displayed on a
physical plate, to aid in identification and location.
- He informed that the system would facilitate services such
as mail and parcel delivery and emergency services. He also mentioned that the
committee is using Geographic Information System (GIS) surveys to implement
digital house numbering in Phezoucha Rhüba.
- Dzuvichu informed that the colony had been dreaming and
planning the initiative for the past 7–8 years and that the milestone was
achieved due to the concerted efforts of the residents of Phezoucha Rhüba.
- He suggested that the colony could, in the near future,
create a dashboard to streamline the issuance of residential certificates and
the collection of sanitation fees using the DHN system, stating it would
significantly ease the workload of officials and residents alike.
- The vote of thanks was delivered by Kekhrielelie Tseikha,
president of Phezoucha Rhüba. Vetho Nienu enthralled the gathering with a song
and a prayer was said by Bendang, pastor of the New Capital Baptist Church.
