PHED Nagaland reports INR 13.94 crore revenue from water fees between 2020 and 2025.

KOHIMA — The Public Health Engineering Department (PHED), Nagaland, has generated revenue of INR 13.94 crore through water fees from registered water consumers during the period 2020–25.
This was stated in the annual administrative report 2025–26 issued by the Public Health Engineering Department.
According to the report, the revenue generated through water fees from registered water consumers is mostly from urban areas of the state.
The report also stated that water fees from rural water consumers are collected by the WATSAN committees, which augment the internal resources of the committees for operation and maintenance of village water and sanitation facilities and therefore do not contribute to the department’s revenue.
The report stated that the department is striving to improve service delivery and increase the quantum of water availability in urban water supply schemes through better operation and maintenance.
As per the data provided by the department, the revenue realised during 2020-21 from water fees is INR 243.18 lakh, INR 227.25 lakh during 2021-22, INR 254.19 lakh during 2022-23, INR 252.32 lakh during 2023-24, INR 246.47 lakh during 2024-25 and INR 170.60 (upto Dec 2025) during 2025-26.

The department follows the Nagaland Water Supply Consumer Rules 1998, under which the rates were revised on April 10, 2010.
Accordingly, water charges for the metering system are INR 50 for domestic use (1000 litres), INR 100 for commercial use (1000 litres), and INR 150 for industrial use (1000 litres), while the metre fee per month is INR 30.
On measures for mobilisation of water revenue, the report stated that verification of water revenue collection system in major urban towns was carried out by department-appointed revenue review teams, and that findings and suggestions of the teams helped improve the revenue collection system and service delivery to water consumers.
The report also mentioned that identification of unauthorised pipe connections, tampering of water pipes, and pilferage of water by unauthorised connections, when detected, are registered and served with water bills. It stated that efforts are on to plug tampering of pipes and water pilferage with the support of local ward.
The report further stated that commercial establishments such as hotels, restaurants, private schools, private clinics and others, which are registered as domestic consumers, are brought under the commercial consumer category. Another measure includes introduction of water metering system for rationalisation of water usage and billing.
It also informed that applications for new connections from interested consumers can be submitted in the form prescribed by the department, and the department shall supply the application form along with the agreement form on a written request duly accompanied by a sum of INR 20, addressed to the executive engineer concerned.
