NSF-ILRC warns against issuing PRCs to non-indigenous persons, stressing ILP compliance and urging strict enforcement of registration system.

DIMAPUR — The Inner Line Regulation Commission (ILRC) of the Naga Students’ Federation (NSF) has cautioned that certain village councils and village gaon buras (GBs) have been issuing Permanent Resident Certificates (PRCs) to non-indigenous persons, which it described as a violation of the Inner Line Pass (ILP) system.
In a statement on Wednesday, the commission said that while issuance of Temporary Resident Certificates (TRCs) may be acceptable for administrative convenience, “the issuance of PRCs to non-indigenous persons is not permissible and stands in direct contravention of the spirit of the ILP system.”
It urged those village councils and GBs involved in such practices to immediately desist.
The ILRC also took note of reports of individuals harassing non-locals under the guise of conducting ILP checks and reiterated that “no individual or group is authorised to undertake such checks unless duly empowered by the competent authority.”

Any unauthorised action of this nature, it said, is condemnable and must be discontinued.
The commission, meanwhile, appreciated the state government’s introduction of the Landowner-Tenant Registration App, describing it as a timely initiative and supporting mechanism for effective ILP enforcement. It said the measure was in line with its earlier recommendation to the Chief Secretary on instituting a mandatory landlord-tenant registration system.
Directing all federating units of the NSF to ensure compliance, the ILRC said house owners renting premises to non-local tenants must mandatorily register them through the Landowner-Tenant Registration App available at https://police.government.gov.in. It maintained that the step is crucial for strengthening the ILP system, ensuring accountability, and closing enforcement gaps.
The commission further urged the government to enforce the registration system stringently and to bring defaulters to book, while calling on all stakeholders to extend cooperation towards its implementation.
