- DIMAPUR — The
planning and development boards of Niuland and Pughoboto convened their
respective monthly meetings on June 5 and 6.
- Niuland DPDB: The Minister for Public Health Engineering
Department (PHED) and Cooperation and chairman of the Niuland District Planning
and Development Board (DPDB), Jacob Zhimomi, released the handbook titled
‘Niuland Pulse: A Guide Towards Sustainable Farming’ during the DPDB meeting at
the DC conference hall, Niuland.
- Niuland Pulse is a joint initiative of the Agricultural and
allied departments, sponsored under the Local Area Development Programme (LADP)
of Niuland district, stated an update.

- Jacob stated that the objective of the handbook is to ensure
long-term growth in the agriculture sector by providing access to scientific
farming methods, modern knowledge, innovative techniques, and available
resources.
- The minister encouraged farmers, especially youths, to
explore opportunities in the agriculture sector and look beyond traditional
farming to agribusiness, technology, and entrepreneurship with the right vision
and approach.

- Referring to the PowerPoint presentation by the Power
department, the minister said power consumption in the state is rising, so
revenue should also increase; if not, the government will have to sell power
outside the state even without a surplus. Therefore, the minister directed
Power department officials to collaborate with the dobashis and convince
villagers to install a smart metering pre-paid system in all villages.
- Jacob also stated that Niuland district is one of the most
promising districts in the state and urged all heads of departments to be
sincere and dedicated in attending DPDB meetings without fail.
- The board approved the renewal of Globe Nagaland Society and
the proposal for the construction of flat-type quarters for officers and staff.
- Pughoboto SDPDB: The Sub-Divisional Planning and Development
Board (SDPDB), Pughoboto, monthly meeting for June was held at the New
Administrative Complex, chaired by Dr. Sukhato A Sema, MLA and chairman of
SDPDB Pughoboto, with Tiameren Chang, ADC and vice chairman, co-chairing the
proceedings.
- According to a DIPR report, a major highlight of the meeting
was a presentation on the Carbon Credit Program (CCP) by Anito Swu,
administrator of New Foundation School and founder of the “Go Green Club”.
- Swu introduced the Carbon Credit Programme (CCP) under the
REDD+ (Reducing Emissions from Deforestation and Forest Degradation) initiative
— a 50-year vision under the United Nations Framework Convention on Climate
Change (UNFCCC), implemented by the Mirin Climate Centre (MCC) in partnership
with Infinite Solution and local collaborators.
- He emphasised that the REDD+ project offers indigenous
tribal communities in Northeast India, particularly in Nagaland, a
transformative opportunity to conserve forests while earning carbon credits.
The initiative’s core goals include reducing deforestation, promoting
sustainable forestry practices, and enabling communities to actively trade
carbon credits, creating a sustainable economic model that also protects the environment.
- The SDPDB also took up several key development agendas and
recommended them, including the proposal to establish an Industrial Training
Institute (ITI) at Pughoboto, construction of village internal cemented roads
at Mishilimi village, and restoration of the Mukalimi–Chishilimi road, damaged
by a landslide near Tsuyi river.
- The board recommended LADP iconic projects, including a
drainage wall, approach roads, and agriculture-based initiatives for both
individuals and the community.
- Construction of the new EAC office and residential quarters
at Ghathashi and construction of the SDPO office and quarters, along with the
construction of a Sub-Divisional Customary Court at the New Administrative
Complex, were also discussed and recommended by the board.
- The proposal for recognition of Kuhozuqa village has been
put on hold, in compliance with a standing state government directive to freeze
recognition of new villages and subdivision upgrades.
- Concluding the session, Dr Sukhato reaffirmed the board’s
commitment to sustainable development, infrastructure, and social progress,
urging members and the community to remain united in building a resilient and
forward-looking Pughoboto.
