- DIMAPUR — The
Performance Incentive Grants (PIG) initiative under the Nagaland Education
Project – The Lighthouse (NECTAR) has been selected for the CIPS Innovation
Award 2024 in the Education Sector.
- The award was conferred by the Centre for Innovations in
Public Systems (CIPS), Hyderabad, an autonomous centre of the Administrative
Staff College of India, established by the government of India to identify,
support and scale public sector innovations that improve delivery systems
across states.
- The PIG initiative, introduced as part of the broader NECTAR
project, aims to strengthen community ownership in public schools by providing
financial incentives to School Management Committees (SMCs) and School
Management and Development Committees (SMDCs). The grants aim to support
schools in improving learning environments while reinforcing decentralised
school governance in line with the Nagaland Communitisation of Public
Institutions and Services Act, 2002.

- As of March 2024, the initiative had covered 1,913
government schools, with corresponding capacity-building programmes rolled out
for all associated SMCs and SMDCs. Of these, 1,795 schools remain actively
engaged across batches, according to data available on the project’s website.
- In a post shared on the NEP-The Lighthouse’s (NECTAR)
official X handle on Thursday, the agency extended appreciation to School
Management Committees (SMCs), School Management and Development Committees
(SMDCs), and community stakeholders for their active participation in
implementing the PIG model.
- “With the active participation of SMCs and SMDCs and
selfless contributions of the communities, the Performance Incentive Grants is
successfully improving the learning environments of government schools and
enhancing the sense of ownership and responsibility among the community,” said
Shashank Pratap Singh, Principal Director of School Education and Project
Director of NEP-The Lighthouse (NECTAR).
