Nagaland designates new authorities to issue income certificates for ST students applying for post-matric scholarship scheme.

KOHIMA — The government of Nagaland on Wednesday issued a fresh notification designating new competent authorities for issuing family income certificates required by scheduled tribe (ST) students applying for the centrally sponsored scheme (CSS) – post matric scholarships under the Higher Education department.
According to the notification issued by the department of Higher and Technical Education, the governor has approved the nomination of the deputy commissioner, revenue officer, and other officers in the DC’s office not below the rank of sub-divisional officer (SDO) to issue the income certificate, based on a declaration made before a notary public.
The new arrangement comes into effect from the date of issuance of the notification, i.e. July 30, 2025.

The notification further stated that the department’s earlier order (vide No. HTE/MISC/SCHO/1-150/2019 dated November 25, 2024) stands null and void with immediate effect.
The move is aimed at streamlining the process of issuing income certificates for ST students applying for scholarships.
The government added that the notification has received clearance from the Law and Justice department vide U.O. No. 301 dated July 23, 2025.
Earlier this year, the Higher Education department had informed during a press conference that the post matric scholarship to ST students in Nagaland would now be released in a phased manner instead of in instalments, following directives from the central ministry.
The funding pattern for the scheme remains 90:10, with 90% sponsored by the Centre and 10% by the state.
For the academic session 2024–25, the total number of beneficiaries stood at 41,793.
