Nagaland government has made the ATI foundation course mandatory for all directorate ministerial staff seeking promotion.
KOHIMA — The Nagaland government has made it mandatory for all directorate ministerial staff, including those already in service, to undergo a foundation course at the Administrative Training Institute (ATI), Nagaland, as a prerequisite for promotion to the next higher grade.
An office memorandum issued by the Personnel and Administrative Reforms Department (Administrative Reforms Branch) on July 10 stated that the directive has been issued in pursuance of Rule 8 of the Nagaland Directorate Ministerial Service (First Amendment) Rules, 2025.
According to the memorandum, all ministerial staff appointed to the service, or those deemed to have been in service before the commencement of the amended rules, who have not undergone the foundation course shall mandatorily complete the training at ATI, Nagaland.
It further stated that all newly appointed directorate ministerial employees will also be required to undergo the foundation course and attend refresher courses periodically as prescribed by the government.
The memorandum reiterated that unless a member of the service successfully completes the foundation course and other prescribed refresher courses, he or she will not be considered for promotion to the next higher grade.

The ATI has been entrusted with scheduling the training programmes and communicating the training calendar to the concerned departments for submission of nominations.
As per the prescribed modalities, the foundation course will be of one month's duration, comprising three weeks of classroom instruction followed by one week of examination.
It stated that the trainees must qualify the prescribed examination to become eligible for promotion. Those who fail will be allowed a maximum of three attempts to clear the examination in subsequent training batches.
The ATI will determine the course curriculum, subjects and assessment mechanism. There will be no provision for re-evaluation of answer scripts.
Upon successful completion of the course and qualifying the examination, trainees will be awarded a certificate of successful completion.
The government has directed all departments to facilitate the foundation training of their respective ministerial staff, giving priority to officials who fall within the promotion zone, and to ensure compliance with the provisions of the Nagaland Directorate Ministerial Service (First Amendment) Rules, 2025.
