DIMAPUR — Naga Council Dimapur (NCD) has urged all Naga political groups (NPGs) to uphold the October 31, 2013, public resolution of ‘One Government, One Tax,’ stating that despite the collective call, the number of factions has continued to rise over the years.
In a press release issued on Thursday, the NCD expressed concern that instead of unifying, more than 28 splinter groups have emerged, defying the people’s mandate.
It described the recent joint declaration by the Naga tribal hohos (NTHs) and the Forum for Naga Reconciliation (FNR)—which rejected the formation of any new political factions—as a “bold and timely step” and “the right antidote against fragmentation of Naga political groups.”
The NCD stated that it “fully endorses and supports” the joint NTH-FNR decision, adding that multiple and unabated taxation remains “the root cause” of the proliferation of NPGs.
Commending the Yimkhiung Tribal Council (YTC) for banning NPGs from levying tax on local entrepreneurs under its jurisdiction, the NCD said that other tribal bodies should emulate such “exemplary action.”

It also called on the Ceasefire Monitoring Group (CFMG) to ensure that cadres of NPGs under ceasefire remain confined to their designated camps and are adequately provided with rations and maintenance to prevent public harassment.
Further, the council appealed to the director general of police and the home minister to take strict action against any cases of extortion and illegal taxation, stating that offenders should be “dealt with an iron hand and given befitting punishment.”
With the festive season approaching, the NCD said it will ensure “zero tolerance towards extortion, illegal taxation, or any anti-social activities” and urged citizens to remain alert and promptly report such incidents to the police and competent authorities.
