Nagaland Gaon Buras Federation orders withdrawal of tax collection letter, saying such activities fall outside recognised GB responsibilities

DIMAPUR — The Nagaland Gaon Buras Federation (NGBF) has directed the Kiphire Town GBs Union to immediately withdraw a letter concerning the collection of annual employment tax for ‘underground’ groups.
In a statement issued on Thursday, the federation referred to a letter circulated by the Kiphire Town GBs Union under the subject, 'Collection of Annual Employment Tax for Underground for the Year 2026–2027.'
The NGBF stated that it sought clarification from the Kiphire Town GBs Union regarding the matter, following which the union informed the federation that the initiative had reportedly been undertaken at the instance of certain groups of people ‘with the bona fide intention of maintaining peace and social harmony in the area.’
While taking note of the intention behind the initiative, the federation stated that such activities were outside the recognised functions of the institution of gaon buras.

"The NGBF has consistently advised all GBs and their federating units to refrain from involvement in matters that may compromise or adversely affect the image, dignity and integrity of the institution," it stated.
Accordingly, the federation directed the Kiphire Town GBs Union to immediately withdraw the letter relating to the collection of such taxes.
The NGBF also reiterated that gaon buras in Nagaland have historically carried significant responsibilities in relation to the Naga political movement.
It stated that since the inception of the movement, gaon buras had made sacrifices physically, morally and materially, and continue to face various forms of pressure and victimisation in both towns and villages.
According to the federation, Naga political groups have recognised the role and importance of gaon buras and village councils, although these institutions often remain subjected to persistent pressure and obligations.
The NGBF further urged all its federating units to remain above such activities and exercise caution in matters that could affect the standing of the institution.
