DNSU issues 15-day ultimatum to Nagaland government over alleged fraudulent indigenous certificate, demands action, transparency, and report disclosure.

DIMAPUR — Turning up the heat on Nagaland government, the Dimapur Naga Students’ Union (DNSU) has issued a 15-day ultimatum demanding decisive action in the alleged fraudulent procurement of an Indigenous Certificate by one Nirmal Jain.
In a representation addressed to the home commissioner, through the deputy commissioner (DC) of Dimapur, the DNSU stated that the matter has seen “inordinate delay” despite multiple submissions and an official inquiry confirming serious discrepancies.
The union recalled that it had first submitted a detailed complaint to the DC on June 26, 2025, along with supporting documents pointing to alleged irregularities. Following this, an internal inquiry committee was constituted, and its findings were forwarded to the commissioner, Nagaland, on September 16, 2025, reportedly highlighting misconduct and lapses in the issuance of the certificate.
The issue was further taken up on January 21, 2026, when both the DNSU and the accused were summoned by the commissioner in Kohima. The DNSU reiterated its demand for appropriate action and subsequently, on February 20, sought public disclosure of the inquiry report.

According to the union, a communication received via the DC on March 6 stated that the matter had been referred to the Home department for examination and necessary action. However, it alleged that no concrete outcome or official response has been conveyed since.
Expressing dissatisfaction over the lack of progress, the DNSU stated that it had exercised restraint in anticipation of a fair and timely resolution but can no longer remain passive.
The union demanded that the government take decisive action based on the inquiry findings, publicly disclose the investigation report in the interest of transparency, and ensure justice is delivered in a time-bound manner.
“Failing which, upon expiry of the stipulated 15 days, the DNSU shall be compelled to initiate its own course of democratic agitation and further actions, for which the government shall bear full responsibility,” the representation stated.
