Chakhesang Public Organisation alleges sanctioned posts are being shifted from Phek to Meluri, warning of weakened administration and staff shortages.
DIMAPUR — The Chakhesang Public Organisation (CPO) has alleged that Nagaland government is shifting sanctioned posts, along with incumbent employees, from Phek district to the newly created Meluri district, warning that the move could further weaken Phek’s already understaffed administration.
In a letter to Chief Secretary Sentiyanger Imchen dated August 13, the apex Chakhesang body said it had learnt through “credible and reliable sources” that the government was in the process of transferring or redeploying sanctioned posts from the establishment of Deputy Commissioner, Phek, to the newly created Deputy Commissioner, Meluri.
The CPO said it respected the government’s prerogative to create new districts and strengthen their administrative institutions but maintained that Meluri’s development should not come at the expense of Phek.
“The creation and development of Meluri district must not come at the expense of weakening Phek district,” it stated, arguing that the government should create and sanction adequate posts separately for Meluri instead of reducing Phek’s sanctioned strength.

The organisation distinguished between routine transfer of government employees and the redeployment of sanctioned posts. While acknowledging that employee transfers in accordance with service rules and administrative requirements were within the government’s authority, it stated that sanctioned posts belonging to Phek should remain with the district.
The CPO claimed that the office of the Deputy Commissioner, Phek, and the administrative sub-divisional offices under the district were already functioning with inadequate manpower and facing persistent staff shortages in several key establishments.
It warned that any transfer or redeployment of sanctioned posts, along with incumbent employees, would aggravate the shortage, affect the functioning of the district administration and impair delivery of essential public services.
The organisation also claimed to have received information about instances in other departments where sanctioned posts, along with incumbent employees, had allegedly been transferred from Phek to other districts.
The CPO has demanded the immediate recall of all orders involving the transfer or redeployment of sanctioned posts from Phek to other districts and the creation of additional sanctioned posts for Meluri without disturbing Phek’s existing strength.
It stated that Phek district headquarters and its administrative interests would be defended through “all legitimate and democratic means”, while urging the government to act with fairness, equity and administrative prudence.
