5 Tribes Committee questions BT reservation allocations in NPSC recruitment, seeking clarity on roster rules and premium posts in Nagaland
DIMAPUR — The allocation of backward tribe (BT) reserved posts in three high-profile services under the NCS, NPS & Allied Services Examination 2025 has come under scrutiny, with the 5 Tribes Committee on Review of Reservation Policy questioning how the roster was applied.
In a letter to the secretary of Nagaland Public Service Commission (NPSC) on Tuesday, the committee sought clarification on the allocation of BT-reserved posts for Extra Assistant Commissioner (EAC), Deputy Superintendent of Police (DySP) and Block Development Officer (BDO).
It pointed out that three of the six EAC posts, or 50%, were allocated under the BT category, while two of three DySP posts, or 66.67%, were allocated to the category. Similarly, three of six BDO posts, or 50%, were allocated under BT reservation.
According to the committee, the prescribed reservation for the 11 backward tribes is stated to be below 37% overall, and questioned how the allocation in the three services conforms to the prescribed limit.

It acknowledged that the proportion can appear higher when the number of vacancies in a particular service is small, but argued that the allocation of 50% or 66.67% in “premium posts” warranted clarification, particularly in the absence of any known backlog vacancies.
The committee asked the NPSC to clarify the statutory or rule-based provision under which the posts were allocated to the BT category and whether reservation is calculated separately for each post or service, or on the basis of total cadre strength and roster points.
It also sought details on whether any backlog or carried-forward vacancies from previous recruitment years were included in the allocation.
The committee specifically asked the commission to explain how the 50% allocation in EAC and BDO and 66.67% allocation in DySP conform to the prescribed overall reservation limit.
It further sought disclosure of the relevant roster positions or roster points, if a roster system was followed, saying this would help ensure transparency and consistency in implementation of the reservation policy.
