DIMAPUR — The Naga Students’ Federation (NSF) has urged Nagaland Police to expedite investigation and initiate strict legal action against those accused in the alleged NICSE fraud case, stating that continued delays in the probe have deepened the distress of affected students across the state.
In a representation addressed to the director general of police (DGP), Nagaland, the federation expressed “serious concern and deep displeasure” over the lack of visible progress in the case involving Suman Saha, managing director of National Institute of Civil Service Examinations (NICSE), and his associates.
According to the NSF, an FIR was lodged on February 3 alleging cheating, financial exploitation, mental harassment and the abrupt closure of NICSE coaching centres in Kohima, Dimapur and Chümoukedima.
The federation stated that numerous students had enrolled in the institute for competitive examination coaching after paying full course fees based on assurances made in the institution’s prospectus.

However, the centres were allegedly shut down without prior notice, while repeated appeals by students seeking refunds or completion of classes reportedly went unanswered.
The NSF maintained that the matter directly concerns the future and aspirations of students and accused the institute management of failing to provide promised educational services despite collecting substantial fees.
It further stated that the delay in investigation and legal proceedings has aggravated the mental distress of the victims and raised public concern over the pace of justice delivery in cases involving students’ welfare.
The federation urged the police to immediately expedite the investigation, trace all accused persons involved in the case and bring them under the purview of law without further delay.
It also called for “strict and exemplary legal action” against the accused in accordance with the law.
