DIMAPUR — The Inner Line Regulation Commission (ILRC) of the Naga Students’ Federation (NSF) has lauded the decisive steps taken by the All Nagaland Taxi Association (ANTA) in issuing a clear directive to its units to ensure strict verification of Inner Line Pass (ILP) and to deny service to non-ILP holders.
In a press release, the ILRC stated that such a firm stand by ANTA reflects a responsible and cooperative approach towards ensuring the proper and effective implementation of the Inner Line Pass system in Nagaland, in keeping with the spirit and intent of the Bengal Eastern Frontier Regulation (BEFR), 1873.
“The commission views this as a positive and timely intervention that strengthens ongoing efforts to safeguard the rights, identity and interests of the indigenous people of the state,” it stated.
The ILRC also extended its appreciation to all federating units of the NSF and other vigilant stakeholders for their consistent monitoring, awareness drives and voluntary enforcement measures undertaken across various districts.

The commission reiterated that the successful implementation of ILP depends on collective responsibility and sustained vigilance at all levels.
At the same time, the ILRC expressed serious concern over “unconfirmed but credible reports” that certain non-ILP holders, following the ANTA directive, are attempting to enter the state by misusing services of the Nagaland State Transport (NST) and other public transport systems.
It cautioned that any attempt to circumvent ILP enforcement through alternate modes of transport constitutes a blatant violation of the law and will not be viewed lightly.
The ILRC strongly urged the state government, the Transport department, NST authorities, district administrations and law-enforcement agencies to immediately ensure that ILP verification is strictly enforced at all entry points, including bus terminals, railway stations and boarding points of public transport services.
Any individual, operator or official found facilitating or abetting such violations must be proceeded against as per law, it stated.
“The ILRC reiterates that the Inner Line Pass is a statutory safeguard and not a matter of convenience, and selective enforcement or administrative lapses will only defeat its purpose.
“The commission will continue to closely monitor the situation and will take appropriate steps if violations persist,” it maintained.
The ILRC further called upon all concerned to remain steadfast in ensuring uniform, strict and uncompromised implementation of the ILP regime across Nagaland.
