Mahatma Gandhi National Rural Employment Guarantee Scheme, PMAY-Gramin social audit held in Kohima district

  • DIMAPUR — The first phase of the FY 2025-26 Social Audit District Level Public Hearing under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), implemented during FY 2023-24, and Pradhan Mantri Awaas Yojana-Gramin (PMAY-G), implemented during FYs 2020-21, 2021-22, and 2023-24, was convened for Kohima district at DPDB Hall, Kohima, on June 6.

  • According to an update, altogether 30 villages were audited under MGNREGS, including Khonoma, Sechuma, Jotsoma, Peducha, Menguzouma, Mezo Basa, Mezoma, Thekrejuma, Dzulakema, Kiruphema Basa, Kiruphema Bawe, and Dzudza (Sechu Zubza RD Block); Kohima village and Chedema Model (Kohima RD Block); and Terogvunyu, Phenshunyu, Henbenji, Ghukhanyu, Gujű, Tseminyu South, Kashanyu, Khashanyishin, Khenyu, Logwensunyu, New Terogvunyu, Ngvuphen, Tseminyu, Phenda, and Phenwhenyu (Tseminyu RD Block).

  • For the PMAY-G scheme, altogether 27 villages covering 595 beneficiaries were audited, including Peducha, Menguzouma, Mezoma, Mezo Basa, Dzulakema, Sechuma, Sechuma Zubza, Jotsoma, Kiruphema Bawe, Kiruphema Basa, Khonoma, and Thekrejuma (Sechu Zubza RD Block); Terogvunyu, Phenshunyu, Henbenji, Ghukhanyu, Gujű, Phenda, Kashanyu, Khashanyishin, Khenyu, Logwensunyu, New Terogvunyu, Tseminyu South, Ngvuphen, Tseminyu, and Phenwhenyu (Tseminyu RD Block).

  • The meeting was chaired by the project director-cum-DPC (MGNREGA), DRDA Kohima, Kevilhoubei-u, while the assistant director of the National Social Service Accountability Agency (NSSAA), Social Audit Unit, Imlirenla Sanglir, delivered the introductory speech. Observers in attendance were Mathung Ngullie, EAC Tseminyu HQ from district administration; T Arun Singh, AAO; and L Ashwani Kumar from the Office of the Accountant General.

  • Kelanu Thapo and Loluvole Thakro, district resource persons, presented the findings of the social audit, which were discussed and reviewed during the hearing.

  • The meeting deliberated on crucial issues, including proper bookkeeping, household and job card mismatch, detailed transparency boards for executed projects, enrolment of households without job cards, maintenance of the Permanent Wait List (PWL), corrective measures for timely disbursement of sanctions to PMAY-G beneficiaries, and subsequently adopted resolutions.

  • A total of INR 83,552 at the rate of INR 224 for 373 mandays was recovered against job card categories of deceased persons, payment to persons who did not work, and migration under the MGNREGS. This amount was handed over to the project director, DRDA, for onwards deposit to the state National Electronic Fund Management System (NeFMS) account as per the Ministry of Rural Development (MoRD) guidelines.

  • The meeting was attended by the BDOs and staff of Kohima, Sechu Zubza, and Tseminyu RD blocks; officials from the DRDA; village development boards (VDBs); village councils; beneficiaries of the scheme; media; and representatives of civil society organisations.

  • The resolutions adopted under MGNREGS included capacity-building measures for VDBs. A detailed transparency board is to be maintained for all executed projects.

  • Households without job cards identified in the Chedema Model (37), Peducha (151), Menguzouma (9), Mezoma (43), Mezo Basa (36), Dzulakema (6), Sechuma (118), Jotsoma (97), Kiruphema Bawe (4), and Khonoma (21) are to be issued job cards after due verification.

  • It was resolved to submit the Action Taken Report (ATR) within seven working days effective from June 6. Job cards under the deceased and migrated categories are to be either deleted or replaced with genuine households after due verification. Rozgar Diwas is to be held regularly.

  • Resolutions adopted under PMAY-G included that the PMAY-G logo, along with beneficiaries’ ID numbers, is to be mandatorily displayed on the PMAY-G display board and shown at all times at the beneficiaries’ homes. Proper maintenance of records and documents should be ensured at both block and village levels.

  • Genuine and eligible beneficiaries are to be identified, with priority given to differently abled persons, the elderly, widows, and other vulnerable sections at the gram panchayat level. The selection of beneficiaries is to be tabled openly through gram sabha, with a copy of the resolution maintained at the panchayat level.

  • The priority waiting list, or PWL, is to be displayed publicly. Corrective measures in the funding pattern are to be taken by the implementing agency to ensure timely disbursement of sanctions to PMAY-G beneficiaries for the successful implementation of the scheme. Awareness generation among beneficiaries regarding the scheme’s implementation is to be initiated.

  • Also, ATRs are to be addressed by the implementing agency on or before August 30.
