Inner Line Regulation Commission questions need for neighbouring state visits on ILP

  • DIMAPUR — The NSF Inner Line Regulation Commission (ILRC) has welcomed the outcome of the Cabinet meeting held on 14th May regarding the setting up of an Enforcement Directorate for stricter implementation of the Inner Line Permit (ILP) in Nagaland.

  • The ILRC, while appreciating the government’s honesty in admitting its failure to enforce the ILP as effectively as neighbouring states, particularly Mizoram, stated in a press statement that the memorandum submitted to the Chief Secretary on April 10, 2025, by the ILRC and NSF is clear and urgent.

  • “The need to address the contents of the memorandum is imminent and should not be delayed further,” it read.

  • Moreover, the ILRC added that it feels that the decision to visit neighbouring states under the Bengal Eastern Frontier Regulation (BEFR), 1873, may result in unnecessary expenditure of time and resources.

  • “The visit conducted by the Kesonyu Committee in 2017 is more than sufficient, and the recommendations it provided were highly valuable and practical. Had the government of the day taken them seriously and implemented those points, much progress would have been made.

  • “Furthermore, the Alemtemshi Committee (2007) and the Senti Yanger Committee (2015) also submitted elaborate and well-considered recommendations, which were unfortunately shelved immediately upon submission. Anyone reviewing those reports would recognise the seriousness and extensive effort invested by the respective committees,” it said and questioned if the government's seriousness merely confined to words and paper

  • “Despite past precedents of forming committees and making public announcements without substantive follow-through, the NSF and ILRC hope that the outcome of the 14th May 2025 Cabinet meeting marks a turning point. We urge the government to demonstrate strong political will and take concrete action toward the enforcement of the provisions of the BEFR, 1873,” it concluded.
