Dimapur begins enumeration of ILP-exempt residents under Category I and II, issuing Smart Cards and residency certificates.

DIMAPUR — Dimapur district administration on Thursday announced the commencement of identification and enumeration process for individuals falling under Category I and Category II of the Inner Line Permit (ILP) framework, as notified by the Home Department’s Political Branch on September 20, 2024.
According to an official notification issued by the Office of the Deputy Commissioner, Dimapur, the process will begin with immediate effect. Forms for the enumeration are available at the ILP Administrative Cell within the DC Office, Dimapur.
This step follows the district administration’s May 27 order, which formally implemented ILP regulations in Dimapur district—one of the last areas in Nagaland to enforce the protective regulation.

Category I includes individuals who settled in Dimapur prior to December 1, 1963. They are exempt from ILP and are eligible to receive Smart Cards, along with the option to obtain Permanent Residential Certificates (PRC) and Domicile Certificates.
Category II covers those who settled in Dimapur between December 2, 1963, and November 21, 1979. They are also exempt from ILP, and are eligible for PRCs and Domicile Certificates.
