Nand Kishore Yadav urges departments to adopt outcome-based governance with clear targets, timelines and accountability during his Mokokchung visit.
DIMAPUR — Nagaland Governor Nand Kishore Yadav on Thursday called on government departments to shift from a scheme-based approach to an outcome-based approach, with clear targets, timelines and accountability, during his visit to Mokokchung district.
Yadav was in Mokokchung to review key developmental schemes and projects being implemented by various government departments and interact with civil society organisations and beneficiaries of government schemes, according to an official bulletin.
The governor chaired a high-level meeting at the deputy commissioner’s conference hall, Mokokchung, attended by elected representatives, Deputy Commissioner Ajit Kumar Verma, senior superintendent of police and heads of various line departments.
Addressing the meeting, Yadav said Mokokchung, known as the “Land of Pioneers”, has a distinguished legacy in education, public service, institution building and community leadership since its inception in 1889.
He said the legacy placed a responsibility on all stakeholders to uphold it through effective and efficient governance.
Emphasising accountability, the governor called on officers to conduct regular field inspections and fix responsibility for delays.

He also stressed convergence among departments, particularly in agriculture, tourism and youth development, urging them to work as one team.
On youth development, Yadav called for greater focus on quality education, digital literacy, entrepreneurship and employable skills, stressing that youth should be treated as partners in development.
In agriculture and the local economy, he emphasised improving productivity, value addition, branding and market access for farmers, as well as for handloom and handicraft products.
He also advocated sustainable tourism that generates local employment and income while protecting the district’s environment and cultural heritage.
The governor urged departments to regularly assess their progress by asking three questions: “What have we achieved? What remains pending? And what specific action should be taken?”
He also called for reasonable targets backed by clear timelines.
Yadav expressed optimism that coordinated efforts could create greater opportunities for youth, improve returns for farmers and ensure essential services reach every village while protecting Mokokchung’s cultural and natural heritage.
Earlier, Deputy Commissioner Ajit Kumar Verma delivered the welcome address, while EAC Mokokchung Neithozo Theunuo presented the district profile.
Departments of Agriculture, Medical, PWD (R&B), Land Resources and DPO (ICDS) made PowerPoint presentations.
Advisor for Water Resources Tongpang Ozukum also delivered a short speech, while Additional Deputy Commissioner Atsungba Walling proposed the vote of thanks.
