Eastern Nagaland Peoples' Organisation has urged the Ministry of Home Affairs and Nagaland government to finalise the special legislation before Independence Day.
DIMAPUR — The Eastern Nagaland Peoples' Organisation (ENPO) has issued a joint reminder to the Ministry of Home Affairs (MHA) and the Government of Nagaland, urging the expeditious finalisation of the special legislation envisaged under Clause 3.3 of the Memorandum of Agreement (MoA) signed on February 5, 2026.
In a press communique dated August 4, ENPO welcomed the progress made in the ongoing consultations and noted that the Government of Nagaland has submitted its revised draft special legislation to the MHA for consideration.
The organisation also expressed appreciation to the ministry for providing ENPO with an opportunity to share its observations following the MHA-State meetings held on July 24 and 27.
While acknowledging that the consultation under Clause 3.3 is a process between the MHA and the Government of Nagaland, ENPO clarified that its observations were offered in a constructive spirit to facilitate the implementation of the MoA and not to interfere with the responsibilities entrusted to the concerned governments.
ENPO reiterated that the MoA is a consensus tripartite agreement among the MHA, the Government of Nagaland, and ENPO, and therefore all three parties should continue to remain guided by it.
ENPO recalled that during its recent interaction with the MHA, it had appealed for the consultation process to be concluded at the earliest. Acting in good faith and in the larger interest of maintaining public confidence in the peace process, ENPO suspended its proposed public rally and deferred its Central Executive Council (CEC) meeting to August 11 to provide sufficient time for the consultation to reach its logical conclusion.
The organisation stated that these decisions were taken in reliance upon the positive developments emerging from the consultation and have created a legitimate expectation among the people of eastern Nagaland that the agreed special legislation will be finalised within a reasonable timeframe and in accordance with the MoA.

ENPO expressed confidence that fulfilling this expectation would strengthen public trust in negotiated settlements and reaffirm the principles of fairness, good faith, and accountable governance.
In its joint reminder, ENPO requested the MHA and the Government of Nagaland to conclude the consultation so that the special legislation may be finalised at the earliest, preferably before the ENPO CEC meeting on August 11 or, in any event, before Independence Day.
Reaffirming its commitment to a peaceful, democratic, and constitutional path, ENPO expressed hope that the ongoing momentum would culminate in the successful implementation of the MoA, enabling the people of eastern Nagaland to celebrate this year’s Independence Day with renewed confidence in the commitments made under the tripartite agreement.
