The Dimapur Naga Students’ Union has warned landowners against renting to undocumented immigrants, citing threats to ILP enforcement, land rights, and demographic stability.

DIMAPUR — The Dimapur Naga Students' Union (DNSU) has appealed to all citizens— particularly landowners—to exercise utmost caution and responsibility in rental agreements.
In a press statement issued on Sunday, the union stressed its opposition to the renting of properties to undocumented immigrants, warning that such practices pose a serious threat to the unique identity, land rights, and demographic stability of Naga people.
Describing the situation as critical, the DNSU called on all landowners in Dimapur to immediately halt the practice of renting out properties without thorough verification of tenants.
The union stressed that failure to do so could lead to an unchecked influx of outsiders, undermining the Inner Line Permit (ILP) system and the region’s traditional landholding structures.

“This is not merely a suggestion, but a critical imperative to prevent the unchecked influx of illegal immigrants, which directly undermines the demographic integrity and traditional landholding systems of the Naga people.
“Landowners are urged to prioritise the long-term security and cultural preservation of Nagaland over short-term financial gains,” the statement read.
It encouraged citizens to report any instances where landowners are found renting properties to individuals without proper documentation. Reports can be submitted directly to local authorities or through the DNSU’s contact number: +91 7005876566 and +916009812596.
Further, the union directed all tribal units under its jurisdiction “to be ready with 100 volunteers each.”
“These dedicated volunteers will be prepared to assess the ground situation concerning the Inner Line Permit at any point of time. Furthermore, these units will be ready to assist the government and relevant authorities in their efforts to effectively implement and enforce the ILP regulations,” it added.

The DNSU reiterated its call for the state government to establish a dedicated ILP cell.

“Such a cell would streamline processes, enhance enforcement capabilities, and provide a focused approach to monitoring and controlling the influx of individuals, thereby further strengthening the safeguarding of Naga identity and land rights.
“This dedicated unit would serve as a vital resource for both citizens and authorities in maintaining the integrity of the ILP system,” it added.
