
Dr. J Alam chairs the meeting of administrative heads of
departments and heads of departments at the Nagaland Civil Secretariat
Conference Hall, Kohima, on Thursday.
- DIMAPUR — An
administrative heads of departments (AHoDs) and heads of departments (HoDs)
meeting was held at the Nagaland Civil Secretariat Conference Hall in Kohima on
Thursday, chaired by Chief Secretary Dr. J Alam.
- The meeting began with a review of office attendance at the
Secretariat, according to a DIPR report. The Department of Information
Technology and Communication made a presentation on the topic.
- The Chief Secretary remarked that there has been a marked
improvement since the issuance of the order on office attendance. However, he
mentioned there is still room for further improvement. He reiterated the
earlier directive to all assigned officers and the AHoDs and HoDs to personally
monitor attendance in their respective offices strictly.

- Three presentations were made by the Personnel and
Administrative Reforms (P&AR) department on the latest notifications and
office memoranda (OMs) issued by the department.
- The first covered the OM on the periodic review of
government servants for premature retirement under Rule 56(j) of the FR. The
second related to the policy on short-term workers, and the third concerned the
establishment of internal complaints committees (ICC) under the Sexual
Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act,
2013, in all departments and bodies.
- The chief secretary informed the house of the background in
which these policies were introduced and urged all AHoDs to base their actions
on the OMs. He further urged all senior officers present to seek clarification
from the P&AR Department if needed. Regarding the ICC, he requested all
HoDs and AHoDs to nominate a nodal officer for She-Box.
- The Chief Secretary urged the house to scrupulously adhere
to the Nagaland Rules of Executive Business, 2020. He informed the house of the
importance of attendance at official lunches and dinners hosted by the state in
honour of visiting dignitaries.
- The ACS and Finance Commissioner urged all government
departments to install prepaid electricity meters in their offices. He informed
the house not to delay seeking financial sanction for budgeted expenditure.
