The Ministry of Development of North Eastern Region forecloses 12 delayed projects in Nagaland worth over INR 100 crore.

KOHIMA — A total of 12 development projects in Nagaland sanctioned under the Ministry of Development of North Eastern Region (MDoNER) with an approved cost of INR 100 crore have been foreclosed.
The ministry’s report as of March 2026 indicated that eight of the 12 cumulative projects are under North East Council schemes, and the remaining four are under the North East Special Infrastructure Development Scheme for sectors other than roads and the sub-scheme Non-Lapsable Central Pool of Resources.
The approved cost for the 12 projects was INR 100.28 crore. The financial expenditure up to March 2026 was INR 60.30 crore, and the utilisation certificate received by the ministry was INR 63.51 crore.
Some of the major projects that were foreclosed included the construction of the New High Court Complex at Kohima Phase I, which involved the construction of a residence for the Chief Justice of the High Court and residences for Justices of the High Court across six blocks.

Other major foreclosed projects are the 23MW HFO Thermal Power Plant in Dimapur and the construction of a road from Noklak to Thonoknyu via Sanglao.
According to the ministry, the projects which were inordinately delayed or stalled for a long period of time have been foreclosed on an 'as is, where is' basis or 'full refund' basis after due consultation with the northeastern states.
Since its inception, MDoNER has approved a total of INR 5,337.93 crore, totalling 435 cumulative projects in various sectors for the state of Nagaland.
The financial expenditure as of March 2025 showed INR 4,059.38 crore and an additional expenditure of INR 9.15 crore for the financial year 2025-2026. The utilisation certificate received by the ministry stood at INR 3,347.964 crore.
Out of the 435 projects, 333 have been completed, 12 are foreclosed, and 90 are ongoing.
Sector-wise, the Agriculture and Allied department has received the highest number of projects funded under the ministry, with a total of 75 projects.
This is followed by Roads and Bridges with 66 projects and Education with 35 projects. The Evaluation and Monitoring sector has the least number of projects, with only one project.
Besides Nagaland-specific projects, several other projects were also taken up in the state but categorised as 'multi-state' and 'other agency' under MDoNER.
The ministry provides financial assistance to the northeastern states to take up developmental projects under the five central sector schemes.
These include the Prime Minister’s Development Initiative for North East Region, North East Special Infrastructure Development Scheme – Other than Road Infrastructure, North East Special Infrastructure Development Scheme – Roads, Schemes of North Eastern Council, and special development packages.
