Whistleblower alleges INR 7 crore Fakim road project under PMGSY was paid but barely executed in Nagaland.

DIMAPUR — A citizen from Fakim village in Kiphire district has alleged large-scale corruption in the construction of Pungren–Mimi to Fakim road, sanctioned under the Pradhan Mantri Gram Sadak Yojana (PMGSY) Phase VIII in 2011–2012, and called upon Nagaland government to take urgent corrective measures.
According to documents obtained through the Right to Information (RTI) Act, the 20 km project, estimated at INR 727.12 lakh for construction and INR 36.46 lakh for maintenance, was awarded to the construction firm Hexad Syndicate by the PWD (R&B) in March 2012.
Official records further show that the project was completed and a total bill amount of INR 727.06 lakh released to the contractor between December 2012 and June 2020.

However, on-ground verification reportedly revealed that “hardly any substantive work was carried out,” contradicting the official completion certificate and raising serious doubts about the authenticity of the claims, stated the whistleblower, Tsumongthong Yim.
Accordingly, he filed an appeal before the First Appellate Authority, PWD (R&B), on July 9, 2025, seeking redress and further information.
The appeal was heard on August 7, but was dismissed, with the authority terming the allegations a “misunderstanding,” he stated.
Calling it a “travesty of justice,” the citizen alleged that the contractor, in connivance with certain public officials, had siphoned off public funds while leaving the people of the region without the promised road connectivity.
“This scam is not just financial malpractice, it is a direct betrayal of public trust,” he stated.
Despite alleged threats and pressure to drop the matter, the complainant maintained that he would continue to pursue justice until those responsible were held accountable and the people of Fakim and adjoining areas received the road project promised to them.
He demanded a thorough investigation into the matter and stringent action against the contractor and officials involved.
