Sir, through this esteemed daily i would like to seek clarification/ information on the status of the second installment of what was commonly known as the NC-2 or urban toilet construction scheme. The said scheme which carried a total sum of Rs. one lakh, 60% of which was aid from the central govt. 20% to be borne by the state govt, while 20% to be contributed by the beneficiary. The implementation of which was supposed to be done in the year 2015 actually got partially materialised a year later on 11th may 2016. And that too did not come easy as 20% state share was cancelled owing to the state govt.'s financial crunch, as expressed by the concerned dept. So the 80% (rs. 80,000) which was to be paid to beneficiaries came down to 60%. After that another 10% was deducted citing work charge and taxes etc. or whatsoever. So the sum now came down to 50% which is rupees fifty thousands per beneficiary, to which the beneficiaries still agreed. So, after all the hustle bustle 25% which is rs. 25,000/- was released on 11th may 2016 as first installment. Following which a time frame of twenty days was given to start the construction works, after which a spot verification was to be carried out. Following which construction/extension/repairing works were started by the beneficiaries. while some bought the materials awaiting the second installment. Though late but the inspection came. But what came as a relief became a worry as the 2nd installment never got released till date. Now some constructions have been completed with borrowed cash, some lying half completed, while for some the materials are bearing the brunt of the weather conditions awaiting the remaining fund.
Now, my question is " who is responsible for the prolonged delay?", or where has the second installment gone? Or what is the problem to release the central fund to the agrieved beneficiaries which has been lying undisbursed for a couple of years?
