DIMAPUR — Reiterating
its previous demand dated May 25, 2024, the Western Sümi Youth Front (WSYF)
called for the immediate repair and maintenance of the road from Central Jail
to Atu Ghoki (Zubza), Niuland.
In a press statement, the WSYF expressed deep
dissatisfaction and concern over the rapidly deteriorating condition of the
road within months of its completion.
It stated that the project, "Improvement of Road from
NH-29 Central Jail to Dzubza River, Atu Ghoki, Niuland," was awarded to
M/S Vipe Enterprise vide order dated March 16, 2022. According to the terms of
the tender and the executed agreement, the road project was to be completed on
or before April 2023. However, the deadline was extended to August 18, 2023,
with a further extension granted under strict guidelines to complete the road
in all aspects by November 30, 2023.
Noting that the construction company had failed the public
by not completing the road project on time despite multiple extensions, it
stated that even after the long delays, the quality of work was shockingly
substandard, with rapid wear and tear evident just months after completion.
“Numerous potholes have already formed, making the road
unsafe for motorists and pedestrians alike. This clear case of negligence and
poor workmanship raises serious concerns about the firm's accountability and
the proper use of public funds. The authorities must take immediate action to
hold M/S Vipe Enterprise accountable and ensure that such failures do not
recur,” the statement read
The WSYF raised concerns over whether the guidelines laid
down in the detailed project report (DPR) were adhered to or followed during
the construction of the road.
Further, it was mentioned that, as per the contract
agreement, the firm had committed to three years of repair and maintenance of
the said road after its completion, which was supposedly to be completed by
November 30, 2023. However, despite visible deterioration and an inspection by
WSYF officials, the concerned firm had yet to undertake any repair or
restoration measures.
The front urged the concerned firm or contractor to
immediately commence the necessary repairs and maintenance as stipulated in the
contract agreement, ensuring that the road remains smooth and safe for public
use. Noting that a breach of contract is a serious violation that invites
strict consequences, the WSYF also called upon the concerned department to
monitor and strictly enforce contractual obligations on all firms undertaking
various developmental activities.
“We demand the immediate intervention of the concerned
authorities ensuring that the firm/contractors adhere to quality standards and
fulfilment of maintenance agreement entered by the parties,” it stated, adding
that failure to abide by the contractual agreements must result in the
blacklisting of such firms. It urged the responsible firm and the concerned
department to act promptly without delay in taking corrective measures to
prevent further deterioration and escalation of the matter.
Further, it stated that infrastructural projects initiated
by the government are meant for development and to serve the public interest,
not to line the pockets of individuals at the cost of public safety and
suffering.
