DIMAPUR — The Western Sümi Hoho (WSH) has expressed concern and unequivocal objection to the continued occupation of land legally belonging to the Airports Authority of India (AAI) by the Assam Rifles Training Centre (ARTC).
In a statement, the hoho stated that the prolonged and unresolved encroachment, despite clear legal records and repeated appeals, “has moved beyond administrative delay and now represents a serious impediment to the development of Nagaland.”
According to the WSH, records clearly establish that the Dimapur airfield was transferred to civil aviation authorities decades ago, placing the land firmly under AAI’s administrative control.
“The continued refusal to vacate this land has no legal basis and cannot be justified in the larger public interest.

“Dimapur Airport is a critical infrastructure and a key driver of economic growth for the state. The ongoing delay in its expansion has restricted air connectivity, weakened tourism and investment prospects and denied the people of Nagaland the modernisation they rightfully deserve. Development of public infrastructure cannot be indefinitely stalled by any institution,” the hoho asserted.
The WSH also voiced concerned over demands for compensation for abandoned and unusable structures, especially when alternative rehabilitation arrangements have already been provided.
It stated that such demands do not reflect the spirit of cooperation and mutual respect expected between security forces and civilian authorities.
While acknowledging the vital role of the Assam Rifles in safeguarding the nation, the hoho called upon the force to honour established agreements, act with responsibility and immediately facilitate the handover of the occupied land.
Doing so would reaffirm their (Assam Rifles) commitment to public welfare and strengthen trust between institutions and the people.
