Village in Churachandpur declared ‘containment zone’

- IMPHAL — A
village in Manipur's Churachandpur district has been declared a ‘containment
zone’ with immediate effect following detection of rabies cases.
- The deputy commissioner of Churachandpur has declared New
Zoveng village in the district as a ‘containment zone with immediate effect
until further orders.
- In an order on April 5, the deputy commissioner said, “It
has been brought to the notice of the undersigned that multiple confirmed/
suspected cases of rabies have been reported from New Zoveng village falling
under Churachandpur sub-division posing a serious threat to the health and
safety of the general public and animal in the surrounding areas.”
- The order was issued based on the Epidemic Diseases Act,
1897, a law enacted to prevent the spread of dangerous epidemic diseases, to
implement control measures.
- Informing that rabies is a fatal zoonotic disease that
requires immediate public health intervention and containment to prevent
further transmission, the order outlined a number of measures to prevent the
spread of rabies.
- Movement of domesticated pets and stray dogs in and out of
New Zoveng village has been prohibited.
- All dogs, both domesticated and stray, would be vaccinated
against rabies under the supervision of the district veterinary department. The
chief medical officer and the district veterinary department would conduct
door-to-door health monitoring for residents and animals.
- The sale and transport of domestic dogs and other animals
has also been restricted during the containment period.
- It stated that a control room would be immediately set up by
the district veterinary department to coordinate response activities besides
taking care of the public enquiries.
- “Police and district veterinary department shall ensure
strict enforcement of this order,” the order stated adding that “Any person
found violating this order shall be liable for penal action under Section 292
& 293 of BNS (Bharatiya Nyaya Sanhita) and other relevant provisions.”
