A capacity-building workshop for village functionaries under Chiephobozou sub-division, Kohima district was recently organized by district administration and DPDB of Kohima. The event was held in the town hall of Chiephobozou on July 17.
25 villages under Chiephobozou sub-division including village council chairmen, DBs, GBs, VDBs secretaries and members, VEC, VEMB, VHC and others.
Giving a briefing on the village council Act 1978, SDO Civil (Sadar) Kohima, Wennyie Konyak said that the village council should not always depend on the district administration but VC has to maintain law and order while grievances prevail. He asked them to be more vigil during situation tense and take stock of the matter.
Referring to the Nagaland Village and Area Council Act 1978 (Nagaland Act No. 1 of 1979) Wennyei Konyak said that the state government has added one section for the removal of Village council Chairmen which was passed in 2010. While highlighting on the village council duties and responsibilities he also directed the VC members not to give the no objection certificate while selling plots within their respective jurisdiction to outside citizens in order to avoid problem that may arise in the future.
SDO (C) Kohima, Neilezo Tep spoke on the role of GBs where he said that together with village council the GBs should also assist the concerned administration officers in the overall village administration.
DPO, DRDA Kohima, Siku Bizo in his briefing on VDB model rules, MGNREGA, IAY, GIA and other VDB matters said that village council is an important institution when we see the social factor structure. He said that VDBs is under the Council Act and urged upon the VDB members to take up the developmental activities in their areas with permission from the village councils. He said that women members should be included in the management committee of the VDB should not be less than ¼ of the total numbers of members of the management of the VDBs.
Mezivil Kikhi underlined on WATSAN matters where he appraised the participants on the role to be played by WATSAN committee on Nirmal Bharat Abhiyan (NBA) earlier known as Total Sanitation with its objectives to bring about an improvement in the general quality of life in the rural areas, accelerate sanitation coverage in rural areas to achieve the visions of clean India by 2019 where all villages in the country would attain ‘clean’ status.
Incentive amount to village are offered based on population criterion under “Nirman Gram Puruskar” (Clean village award) as given below, that according to population criteria as per 2001 census, less than 1000 population is 0.5 lakhs, 1000 to 1999 is 1.0 lakhs, 2000 to 4999 is 2.0 lakhs, 5000 to 9999 is 4.0 lakhs and 10000 and above is 5.0 lakhs under population of Gram Panchayat/village. Under Population of Intermediate Panchayat up to 50000 is 10.0 lakhs, 50001 and above is 20.0 lakhs. In population of the district panchayat/village up to 10, 00,000 is 30.0 lakhs and more than 10, 00,000 is 50.0 lakhs.
Incentive amount is offered only to PRIs/villages. Organization and officials would be given citation and Mementos in recognition of their efforts.
Resource person from the Department of Power, Myingthungo Ngullie SDO (III) gave a presentation on the Village Electricity Management Board (VEMB) and said that under SPM programme, the VEMBs would benefit financially in the form of 20% rebate for every unit of energy sold. Dr. Khrievilhou also highlighted on the basic powers and function of heath committees. He said that the system of communitization which was introduced in Nagaland by the former Chief Secretary, A.M. Gokhale in 2002, is wanting in many areas, particularly in terms of ownership of the welfare service and institutions that are provided for the good of the community. He added that much of the failure of government initiatives have been due this lacuna.
SDO (C) Kohima Kethosituo Sekhose was the moderator during the interaction session. The members expressed their gratitude to the organizers for distribution of important materials to them and requested other departments to give basic information while given training.
