Kohima, July 28 (EMN): To provide more insight into centrally sponsored schemes under Rural Development; Employment, Skill Development and Entrepreneurship; and School Education, the three departments presented their respective data during the technical sessions of ‘Vartalap’ held in Kohima on July 25.
Under RD, there are five centrally sponsored schemes in Nagaland. The Additional Director of RD Thungjamo Odyuo provided the details.
MGNREGS
Under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in 2018-19, he said that 4.33 lakh job cards were issued, with 7.20 lakh workers registered. The current status of active workers is 5.77 lakh.
For implementation of the scheme during FY 2018-19, a total of INR 14516.48 lakh has been received (central share 13886.48 lakh, state share INR 630 lakh) against the total of 0.05 lakh works/projects.
MGNREGS aims at providing 100 days of guaranteed employment in a financial year to every household in rural areas. All the works are implemented through the respective Village Development Board in the state.
PMAY-G
Against a target of 8481 houses, 8738 beneficiaries have been registered; 5655 proposed sites of house construction geo-tagged and 3072 houses sanctioned, he said. The state, in addition to the existing beneficiaries, has identified 36700 beneficiaries for assistance under Pradhan Mantri Awas Yojana-Gramin.
During 2016-17, the Ministry of Rural Development had set a target of 8481 houses to be constructed in the state. An amount of INR 5733.307 lakh have been made available for the implementation of the programme through the first instalment (centre share INR 5159.770 lakh; state share INR 573.307 lakh). From the fund available, 4238 houses will be constructed, he added.
PMAY-G is the central government’s commitment to provide ‘housing for all’ in rural areas by 2020.
NRLM
The implementing agency of National Rural Livelihoods Mission in the state is said to be in its sixth financial year of intensive implementation.
The state mission has mobilised 55168 rural households into women-run functional grassroots institutions of 6070 Self Help Groups (SHG) and their higher-level institution of 282 village-level organisations and 14 cluster/block level organisations, the officer informed.
It has successfully open 15795 individual saving bank accounts with 7150 Aadhaar-seeded and INR 568 lakh corpus savings; INR 370 lakh bank credit has been accessed by 420 SHGs.
It is witnessing holistic impact towards women empowerment; access to micro-finance; multiple income-generating activities; increased household income; increased self-help and social initiatives in its current coverage of 758 villages with mission management units under 43 blocks across nine districts. By 2025, it is expected that Nagaland will provide support even to South Asian countries.
NRuM
The main objective of National Rurban Mission is to stimulate local economic development, enhance basic services and create well-planned Rurban clusters. Pedi (Ngwalwa) cluster in Peren district was approved by the centre in phase-I on April 29, 2016. Subsequently, Kohima Sardar cluster in Kohima district was approved in Phase-III (non-tribal) on December 26, 2016, he said.
SAGY
Under Sansad Adarsh Gram Yojana, members of Parliament adopt one village from his/her constituency. Subsequent MPs of Lok Sabha have adopted four model villages in the state. These villages are Seluophe in Dimapur district adopted during 2015-16; Longwa in Mon district during 2016-17; Kubza in Mokokchung district during 2017-18; and Longsidang in Wokha district during 2018-19.
Rajya Sabha MPs have adopted Ikishe and Bade in Dimapur district during 2015-16 and 2016-17 respectively.
73,903 registered at employment exchange
According to the department of Employment, Skill Development and Entrepreneurship (ESDE), the live register of employment exchange as of April 30, 2019 stood at 73,903—50,162 female and 23,741 male. Categories of applicants’ qualification vary from diploma, degrees (Tech), below matriculation, matriculation, pre-university, graduates and postgraduates.
The highest number of applicants is from graduate category with 21,976; followed by below matriculation with 18,918. This was presented by the Assistant Director of ESDE Zubemo Lotha. He stated that the number of trained persons in various skills during the last five years (2014-17) were 2,486.
3035 trained under PMKVY
Under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), 3,035 people have been trained and 1,346 placed at different industries including hospitality, aviation, cruises etc. Currently, 2431 are being trained. There are 15 training partners in the state and 21 training centres.
Model Career Centre (MCC) is being established at the Regional Employment Exchange in Kohima. Further, the department’s proposal for MCC at Mokokchung and Wokha is ‘under submission.’
The skill ecosystem in the department are craftsmen training scheme – industrial training institutes; Pradhan Mantri Kaushal Vikas Yojana (PMKVY)–CSSM component; Skill Acquisition and Knowledge Awareness for Livelihood Promotion – SANKALP; and Skills Strengthening for Industrial Value Enhancement (STRIVE).
Scholarship to 12,553 pre-matric students
According to the Assistant Director of School Education B Nellayappan, there are six schemes under the directorate of School Education, excluding agency schemes under the department.
From pre-matric scholarship scheme for students from scheduled tribes, 12,553 availed a total of INR 2,82,44,250 in 2018-19. There were 27,428 beneficiaries in the pre-matric scholarship to minority students, amounting to INR 1,05,29,000.
Free textbooks to students from Class I to VIII were provided to 1,22,534 students under an INR 3,61,22,450 budget. Meanwhile 1,16,021 students of Class l to VIII received free uniforms worth INR 6,96,00,000.
For Mid Day Meals, 2059 Schools and 44 National Child Labour Projects benefitted from the scheme at the cost of INR 34,00,00,000. As many as 1,446 Hindi teachers (1,379 under-graduates, 67 graduates) benefitted from CSS for Hindi teachers, for an amount of INR 68,50,00,000.
