
DIMAPUR — A two-day capacity-building programme on service and accounts matters for the officers and staff of the Water Resources Department is underway at the conference hall of the chief engineer, WRD, Kohima. The programme commenced on Monday.
The executive engineer, Wapangnaro Imchen, in his keynote address, urged the department officials to acquire all the important government service rules and procedures from the vast experience of the resource persons during the two-day training programme, stated an update.
She encouraged the attendees, especially the newly recruited officials, to view the training as an opportunity and privilege provided by the department. She emphasised the importance of maintaining proper file arrangements, using flags in files, submitting files correctly, and keeping records in an organised manner to avoid any issues.
The executive engineer also called upon the department officials to learn as much as they can in order to foster a strong work culture within the office. She stated that the training would help motivate the department officials during the annual audit conducted by the Accountant General, Nagaland, the Treasuries and Accounts department, and the central government audit team.
In this regard, she informed them of the need to maintain their records meticulously and with transparency, as previously requested by the audit officials.
Imchen further informed them that the department has been providing training to its officers and staff from time to time on GIS, the latest technology, and updated software. She urged them to seize any opportunity offered by the department to undergo training in order to enhance their practical skills.
During the first day of the workshop, the resource person, Khinyi Woch, retired senior accounts officer, Treasuries and Accounts, imparted training on maintaining records of pay and allowances, as well as the timely fixation of pay for employees' salaries.
Woch, a former financial advisor (MGRNEGA) and guest faculty at ATI, trained the participants on pension, the types of pension, and the completion of forms. She also provided information on the latest notifications and checklists for pensions and shared insights on treasury and audit matters.
The training covered basic office procedures, the Annual Performance Appraisal Report (APAR), maintenance of service books and personal files, and the Nagaland Service Conduct Rules, 1968.
Other resource persons included senior treasury officer, treasury and accounts (North) Limatemsu and deputy secretary, Economic and Statistics, Andress Lotha.
