
DIMAPUR — A 16-day training programme for head of offices (HoO) and drawing and disbursal officers (DDO) on service matters got underway at Administrative Training Institute (ATI) in Kohima on Tuesday.
Addressing the officers, the commissioner and secretary of Personnel and Administrative Reforms, Anoop Khinchi, said that the purpose of the training was for good governance so that every employee is treated fairly and also gets justice, whatever his service conditions, a DIPR report stated.
He also mentioned that if an officer is not well equipped or does not have knowledge of the service rules, he or she might act in an unfair manner or do injustice to an employee, which could make the latter lose motivation.
Khinchi, therefore, called upon the officers to be well equipped with all the latest rules and guidelines of the service matters in order to motivate an employee to contribute to the government.
He further said that since the RTI is open to the public, all employees should be careful in discharging their duties accordingly.
The director of ATI and secretary of P&AR, Akunu S Meyase, in her welcome address, informed that 110 DDOs and senior officers from the departments of Health and Family Welfare, Veterinary and Animal Husbandry and Tourism have turned up on the first day of the training to update themselves on the rules pertaining to service matters.

It may be mentioned that, the state government is focusing on training as a mechanism to ensure good governance and to manage employees and their affairs in a transparent and efficient manner.
Report stated that the P&AR department, as the nodal department entrusted with service matters in general and PIMS, initiated the training programme to ensure that officers looking after establishment matters in the districts and sub-divisions are properly trained and equipped with the knowledge of the latest rules and guidelines on all important service matters.
The 16-day training programme would train over 2000 government employees comprising of heads of offices, DDOs and staffs on the latest and most relevant service matters like PIMS, ePay bill, pension, appointment to services, APAR, maintenance of service book and other issues.
