DIMAPUR — Deputy Chief Minister TR Zeliang inaugurated the office building of the Nagaland Institute of Transformation (NIoT) at the Nagaland Civil Secretariat, Kohima on March 13.
Speaking at the launch programme, the deputy CM said the establishment of NIoT marks a significant milestone in strengthening the state’s institutional capacity for strategic planning, policy innovation, and development monitoring, a DIPR report stated.
“NIoT is envisioned as a think tank and knowledge hub that will support evidence-based policymaking, monitor key development programmes, and help align the State’s priorities with national development goals,” Zeliang said.
He highlighted that in a rapidly evolving development landscape, robust data systems, research-driven policies, and coordinated action are essential for effective governance.
He added that institutions like NIoT will play a critical role in shaping Nagaland’s future, particularly as the country works towards the vision of a developed India by 2047.

“Through research, data analytics, and policy support, the institute will assist the government in designing innovative and impactful development strategies,” he noted.
John Borgoyary, UNDP Regional Head, emphasised the importance of long-term planning and the effective implementation of development vision documents.
He pointed out that while governments often prepare such documents, they are rarely revisited for implementation. Borgoyary stressed that once a vision is established, it must be consistently referred to and followed step by step to achieve its intended goals. He also highlighted ongoing work on Nagaland’s development roadmap towards 2047, with a team of consultants preparing digital documents to guide future development strategies.
Development Commissioner Nagaland, Temsunaro Aier, underscored the importance of stakeholder consultations in preparing the State’s Vision 2047 document.
She said consultations would be held across districts, involving officers, stakeholders, and sections of society to provide inputs for the roadmap.
Aier requested deputy commissioners and district officials to actively cooperate by sharing relevant data and insights from their districts to support the preparation of the long-term development vision.
Established in January 2026 under the Department of Planning and Transformation, NIoT is a specialised institutional mechanism supported by NITI Aayog under its State Support Mission (SSM).
The institute is tasked with designing and driving development strategies for the state by leveraging expertise from knowledge institutions, development partners, multilateral agencies, civil society organisations, and academia within and outside Nagaland.
It also aims to strengthen monitoring and evaluation systems, enhance data analytics capabilities, and promote evidence-based planning, data-driven governance, and informed policy formulation in the state.
