The following are some scholarship schemes available to the students in Nagaland (obtained through RTI facility) which may be availed depending on the fulfillment of the eligibility conditions.They are being managed by the Directorates on behalf of the respective Administrative Departments.
- The directorate of higher education. 2.the directorate of technical education. 3.the directorate of health and family welfare. 4.the directorate of school education.
1.UNDER THE DIRECTORATE OF HIGHER EDUCATION:Higher Education deals with Post Matric Scholarships of the Govt of India;Nagaland State Merit Scholarships;Nagaland State Research Fellowshsip; and N.E.C Stipend and Book Grant (financed by North Eastern Council ,Shillong).
a).
Post Matric Scholarship (Govt of India)-eligibility conditions are,namely,for scheduled tribe students of Nagaland only;parents/guardians annual income from all sources does not exceed Rs.2,50,000;entitle for students who are pursuing post-matric courses of studies in recognized colleges/universities within India.Regarding the Funding Agency and Funding Pattern, 90 % of the amount is funded by Govt of India Ministry of Tribal affairs; and 10 % of the amount is funded by the Government of Nagaland.The rate of Scholarship of i).monthly Maintenance Allowance is fixed by the Govt of India, and ii).the yearly amount of Obligatory Fees is fixed by the Govt of Nagaland. The Department pays scholarship to the eligible students as per the rate fixed by the Govt of India and the Govt of Nagaland Nagaland ( and not as the fees claimed by the students or institutions, since the seats are not PRO RATA SEATS).
Post Matric Scholarships consists of monthly paid Maintenance Allowance and yearly paid Obligatory fees.The
rate of Maintenance Allowance is given below. One may also log on to the Ministry of Tribal Affairs Official Website:www.scholarships.gov.in. Group-I: Rs.1200 per month for Hostellers and Rs.550 per month for Day Scholars.
The courses of studies covered under
GROUP-I are, namely, (i).Degree and Post Graduate level courses including M.Phil and Ph.D and post doctoral research in medicine (allopathic,Indian and other recognized systems of medicines),Engineering ,Technology,Planning,Architecture,Design,Fashion Technology, Agriculture, Veterinary and Allied Sciences, Management, Business Finance /Administration, Computer Science / Applications. (ii).Commercial Pilot Licences (including helicopter pilot and multi-engine rating) course. (iii).Post Graduate Diploma courses in various branches of Management and Medicines. (iv). C.A / I.C.W.A /C.S / I.C.F.A ,etc. (v). Post Doctoral programmes (D.Litt;D.Sc, etc) in (a).existing Group-II courses; and in (b).existing Group-III courses. (vi).L.L.M.
GROUP-II:Rs.820 per month for Hostellers and Rs.530 per month for Day Scholars.The courses of studies within this category are,namely, (i).Graduate,Post-Graduate courses leading to Degree,Diploma,Certificate in areas like Pharmacy (B.Pharma),Nursing(B.Nursing),LLB, BFC,other para-medical branches like rehabilitation, diagnostics etc,Mass Communication, Hotel Management and Catering ,Travel/Tourism/Hospitality Management,Interior Decoration,Nutrition & Dietetics,Commercial Art, Financial Services (e.g.Banking,Insurance,Taxation etc) for which entrance qualification is minimum Sr.Secondary (10+2). (ii). Post Graduate courses not covered under Group-I, eg,MA/M.Sc/M.Com/M.Ed/M.Pharma etc.
GROUP-III: Rs.750 for Hostellers and Rs.300 for Day Scholars per month. This covers all courses leading to a Graduate degree not covered under Group- I and Group-II, for example,BS/B.Sc/B.Com, etc.
GROUP-IV: Hostellers Rs.380 and Day Scholars Rs.230 per month for all post-matriculation level non-degree courses for which entrance qualification is High School (class X),eg,Senior Secondary certificate (class XI & XII); both general and vocational stream,ITI courses, 3 year diploma courses in Polytechnics, etc.
Regarding the
obligatory fees (fees paid by the students to the government ,institutions etc, which is partially refunded to the students), the students falling under various categories are paid different amount once a year as follows:Category-I:Rs.15,000;
Category-II:Rs.10,000;
Category-III:Rs.8000; and
Category IV:Rs.6000. The above mentioned amount have been made effective from 2016-17.
The Obligatory fees applicable from 2016-17 session, per year, for the Allied departments, namely, Health and Family Welfare; Fisheries;Veterinary; Agriculture;Horticulture; and Sericulture ,dealing with PRO-RATA scholarship schemes will be as specified at A (i), that is, beneficiaries under
Category-I gets Rs.15,000 per head per year;
Category –II gets Rs.10,000 ;
Category –III gets Rs.8,000 and
Category –IV gets Rs.6,000 (refer to Notification.NO.HTE/TE/SCHO/21-8/2015 dt.Kohima the 6

b).Nagaland State Merit Scholarship(Hr Edn):
Entitle to the Schedule Tribe and indigeneous students of Nagaland who secured first division with 80 % marks or equivalent grade in HSLC/HSSLC examination and 70 % marks in Degree final examination and are studying in recognized colleges/universities within India. The beneficiary is to maintain consistent academic result or the required percentage of marks annually for renewal of merit scholarships until the completion of course. The rates of Merit Scholarship (monthly maintenance allowance, yearly obligatory fees,book grants for both Day Scholars and Hostellers ) falling under different categories of studies are given below:
Category-II:Maintenane Allowance Rs 850 pm for Day Scholars and Rs.950 pm for Hostellers. Obligatory fees of Rs.10,000 per year and Book Grant of Rs.1500 per year.
Category-III:Maintenance Allowance of Rs.570 pm for Day Scholars and Rs.650 pm for Hostellers. Obligatory fees of Rs.8,000 per year and Book Grant of Rs.1,000 per year.
Category –IV:Maintenance Allowance of Rs.350 pm for Day Scholar and Rs.450 per month for Hostellers;Rs.6000 as Obligatory fees and Rs.600 as Book Grant.
c).Nagaland State Research Fellowship/ Scholarship(Hr Edn):
This is meant for the Research scholars belonging to Scheduled Tribe and Indigeneous category of Nagaland who are pursuing M.Phil / Ph.D courses in recognized universities within India. Beneficiaries under
Category-I (for Ph.D study) will get Rs.12,000 plus Rs.5,000 per year as Contingency Grant; and for
Category-II (for M.Phil study) the amount is Rs.11,500 plus Rs.5,000 as Contingency Grant,per year.
d).NEC Stipend And Book Grant(Hr.Edn):
The North Eastern Council with its headquarters in Shillong grants Stipend and Book Grant to Scheduled Tribe and General Students of Nagaland State. Other conditions are, namely,Scheduled Tribe students who have secured 60 % marks in the last qualifying final examination and 75 % marks for students belonging to general category.It is also admissible to the students who are pursuing Higher professional courses of studies which are approved by NEC (list of courses may be seen in the Directorate of HE office, Kohima). Annual entitlement amount are, namely,Rs.20,000 for Diploma studies; Rs.22,000 for Degree courses; Rs.25,000 for Post Graduate studies; and Rs.30,000 for Master of Philosophy(M.Phil) and Doctor of Philosophy (Ph.D) studies.

2.Scholarship Schemes Under The Directorate Of Technical Education(Nagaland):

Two types of Scholarship schemes,namely,the Central Scholarship and the State Scholarship are handled by this Directorate.
a).Central Scholarship (Govt of India)- i).Merit-cum-Means based scholarship under the Ministry of Minority Affairs,Govt of India: Given to: (a).Students belonging to religious minority identified by Govt of India pursuing Technical and Professional courses who have secured 50 % and above in their (class XII) previous qualifying examinations in order of merit and (b). annual parents income from all sources should not exceed Rs.2.5 lakh.
Rate Of Scholarships :i)Rs.30,000 annually for Hostellers and Rs.25,000 annually for Day Scholars provided the overall non-re-imbursement fee exceeds the said amount.ii).In case of premier institutions declared as Institute of National Importance by the Govt of India and have been identified by the Ministry of Minority Affairs as listed Institutions, full courses fee is re-imbursed for students studying in these Institutions provided they produce copy of the fee receipt(s).
Note:567 fresh scholarship numbers are reserved for the State of Nagaland annually and the disbursement of scholarships is made directly by the Ministry of Minority Affairs through the
Direct Beneficiary Mode.
ii).Post Matric Scholarship under the Ministry of Minority Affairs, Govt of India: a).Students belonging to religious minority identified by Govt of India pursuing courses other than Technical and Professional courses who have secured 50 % and above in their previous qualifying examination.
b).Annual parents income from all sources should not exceed Rs.2 lakh. The admissible rates are given below:( 1).
Admission and Tuition fee for class XI and XII: For Hostellers, the actual amount subject to a maximum ceiling of Rs.7000 per annum; and for Day Scholars, the actual amount subject to a maximum of Rs.7000 per annum. (2).
Admission and course/tuition fee for technical and vocational courses of class XI and XII level (includes fees/charges for raw materials, etc): For Hostellers, the actual amount subject to a maximum of Rs.10,000 per annum, and for Day Scholars, the actual amount subject to a maximum of Rs.10,000 per annum. (3).
Admission and Tuition fee for under-graduate and post-graduate:For Hostellers , the actual amount subject to a maximum ceiling of Rs.3,000 per annum and for Day Scholars, the actual amount subject to a maximum of Rs.3,000 per annum. (4).
Maintenance allowance for ten months only in an academic year (includes expenses for study materials, etc): (i).Class XI and XII including technical and vocational courses of this level, the admissible amount is Rs.235 per month for Hostellers and Rs.140 per month for Day Scholars. (ii).Courses other than technical and vocational courses at the under-graduate and post-graduate level, the entitlement amount of Hostellers is Rs.355 per month and for Day Scholars it is Rs.185 per month. (iii).M.Phil and Ph.D (for those who are not awarded any fellowship by university or any other authority), the amount is Rs.510 for Hostellers and Rs.330 for Day Scholars per month. Note:-Hostellers include students who are not staying in Hostels of the School/Institute concerned, but are staying a paying guest or in rented accommodation in towns/cities which are not the places where parents reside. Total of 4726 fresh scholarship number are reserved for the State of Nagaland annually and disbursement of scholarships is made directly by the Ministry of Minority Affairs, Govt of India through Direct Benefit Mode.
b). Technical Scholarships Under Nagaland State Government :
i).Technical Scholarship:The candidates belonging to Indigeneous Scheduled Tribe of Nagaland pursuing Technical courses are eligible to apply Nagaland State Technical Scholarship provided the Institute/College is approved/recognized by the All India Council of Technical Education (AICTE).
Amount of Scholarships:a).
Diploma Courses:Rs.500 per month, with Rs.3000 as Book Grant for the whole course.b).
DEGREE COURSES:Rs.800 per month, with Book Grant of Rs.3000 as first instalment once in the first year and another Rs.3000 as the second instalment in the third year degree course. c).
Post-Graduate (M.Tech):At the rate of Rs.1000 per month, with Book Grant of Rs.3000 as first instalment in the first year and Rs.4000 as second instalment in the second year.
- Scholarship Schemes Under The Directorate Of Health And Family Welfare (Nagaland):

The scholarships are given both for Degree and diploma courses of studies.The degree courses are, namely, MBBS;BDS;B.Bharma;BHMS;BAMS;B.Sc.MLT;B.Sc.RIT;B.Sc.OOT;B.Sc.Nursing and GNM. The diploma courses are ,namely,D.Pharma;FHW.
ELIGIBILITY:All those candidates who are qualified in JEE /NSEE are eligible to apply for Scholarship / Stipend under the Department of Health and Family Welfare. State nominee candidates undergoing MBBS & Allied Health Courses are eligible. Entitlement amount for various courses of studies are mentioned below : (1).
MBBS - four years, six months duration;Stipend Rs.1500 per month and Book Grant of Rs.3000 per year. (2).
BDS (dental)- four years duration;Stipend of Rs.1500 per month and a Book Grant of Rs.3000 per year. (3).
B.Sc.RIT (Radio Imaging Technology)- four years duration;Stipend of Rs.1500 per month and Book Grant of Rs.3000 per year. (4).
B.Sc.MLT (Medical Laboratory Technology) –four years duration; Stipend of Rs.1500 per month and Book Grant of Rs.3000 per month. (5).
B.Sc.OOT (Optometry and Opthalmic Technology)- four years duration; Stipend Rs.1500 per month with Book Grant of Rs.3000 per year. (6).
B.PHARM- four years duration;Stipend of Rs.1500 per month and a Book Grant of Rs.3000 per year. (7).
B.Sc.Nursing (four years duration);Stipend of Rs.1500 per month and Book Grant of Rs.3000 per year. (8).
BHMS (
Homoeopathic)- four years and six months duration; Stipend of Rs.1500 per month, plus a Book Grant of Rs.3000 per year. (9).
BAMS (Ayurvedic)-four years and five months duration;Stipend of Rs.1500 per month with Rs.3000 as Book Grant. (10).
GNM (Nursing)-four years duration;Stipend of Rs.1000 per month, with Book Grant of Rs.750 peer year ;Washing Allowance of Rs.200 x12=2400 per year; and Uniform Allowance of Rs.2000 per year. (11).
D.Pharm-two years duration; Stipend of Rs.1000 per month and a Book Grant of Rs.2000 per year.(12).
FHW(Family Health Worker)- two years duration;Stipend of Rs.800 per month; with Washing Allowance of Rs.200 x 12=2400 per year, and Uniform Allowance of Rs.2000 per year.

PRE-MATRIC SCHOLARSHIP FOR MINORITY STUDENTS- This scheme is being implemented in the State from 2010-11.This scheme has been brought under Direct Benefits Transfer from 2015-16 by the Government of India.b
).National Scheme For Incentive For Girl’s Secondary Education-This scheme is covered under Direct Benefit Transfer scheme launched by the Govt fo India for the girls students at Secondary level under which certain amount is credited in the account of the selected girls students to be drawn after maturity after three years.c).
pre-matric scholarship to scheduled tribe students studying in class IX & X - This scheme is being implemented from 2015-16 under the Ministry of Tribal Affairs ,Govt of India.This scholarship also comes under the Direct Benefit Transfer facility.d).
Children Education Assistance Fund-This is a State Govt sponsored scheme implemented from 1992 and operated through Direct Benefit Transfer to the Account of the selected Student beneficiaries.e).
stipends for girl students at secondary stage.This is also a State sponsored scheme for those girls studying in class IX and X at govt High Schools and Govt Higher Secondary schools who are from economically weak family.Each Headmaster of government schools can nominate two girls from each class and submit with their PCR at the Directorate for disbursement of Stipends.
There are 29 (twenty-nine) Theological colleges in Nagaland which were opened with the PERMISSION given by the Government of Nagaland. In respect of Secular Private colleges (applicants), they are given No Objection Certificate by the State Government , after which they approach the Nagaland University seeking for PERMISSION to open the college. Theological colleges were given PERMISISON TO OPEN (and not NOC). As such, the use of the words NO OBJECTION CERTIFICATE (in certain publication(s) in respect of the already permitted Theological colleges is a misnomer (wrongly used).
There were 3282 students studying in the above mentioned twenty-nine Theological colleges during 2016-17 session. Amongst these , only four are Senate of Serampore college/university affiliated colleges whose degrees are recognized for employment and further studies by the Government of Nagaland and Nagaland University respectively.
The Theological colleges opened with government’s permission were getting Post Matric Scholarships (from GOI) and Grant-in-aid from (GON) for about thirty years or so. However, it appears that due to certain official reason(s) ,
our local children studying in these Theological colleges have been deprived of the Scholarship facility ever since 2015. Since there is a solution to every problem in Nagaland, the present Writer considers that this issue needs to be addressed tactfully in appropriate platforms by the Nagaland Theological Association and others.
