The department of Urban Development has constituted the state high powered committee for the management of Swachh Bharat Mission (urban) activities and developmental push at the state-level with immediate effect.
The constitution of the committee can be considered a more concrete reflection of the state government’s push to implement the nationwide sanitation campaign in Nagaland.
The department issued a notification on Wednesday stating a guideline provided for implementation of the sanitation campaign, by the Ministry of Urban Development, Government of India.
The state high powered committee will consist: • Chief Secretary
• Secretary, Urban Development Department
• Director, Urban Development & State Mission Director (SBM)
• Representative of Home Department
• Representative of Housing Department
• Representative of School Education Department
• Representative of Tourism Department
• Representative of Health & Family Welfare Department
• Representative of PHE Department
• Representative of Ministry of Urban Development
• Addl. Director, Municipal Affairs
The functions of state high powered committee will include:
• Preparation, approval, and online publishing of State Sanitation Strategy for Nagaland and City Sanitation Plan (CSP) for all cities covered under Swachh Bharat Mission (urban).
• Finalization of the concept note of the urban sanitation situation before submission to the Swachh Bharat Mission’s national directorate.
• Empanelment consultants of repute and experience for:
o Preparation of detailed project reports under Swachh Bharat Mission
o Conducting independent review and monitoring during execution of projects.
• Empanel reputed Institutes like IITs, NITs, and state technical universities etc. for appraisal of DPRs.
• Sanction projects relating to solid waste management recommended by the ULBs.
• Plan for additional resource mobilization.
• Plan for fund flow in the short, medium and long term.
• Recommend proposals for release of installments of funds for projects under the Mission.
• Monitor outcome and O&M arrangements of projects sanctioned and completed under the Mission.
• Review the progress of capacity-building, IEC, and public awareness activities under the mission and approve their annual action plan.
• Address violation of norms and conditions.
• Ensure convergence of action for sanitation in the state and bring about inter-departmental coordination for this purpose as and when required.
• Ensure timely audits of funds released and review the “action taken reports” on various audit reports of the mission and other similar reports.
• Review legal issues, if any.
• Take up any other matter relevant for the efficient implementation of the mission, or means referred to it by the Swachh national mission directorate.
• The state high-powered committee will also function as the state-level review and monitoring apparatus.
The campaign of Swachh Bharat launched by the government of India is aimed to accomplish various goals and fulfill the vision and mission of “clean India” by the 2nd of October 2019, which is 150th birth anniversary of the great Mahatma Gandhi.
It has been expected that the investment to cost would be over 62000 crore of Indian rupee (means US$ of 9.7 billion). It has been declared by the government that this campaign is taken as “beyond politics” and “inspired by patriotism”. Following are the some important objectives of the Swachh Bharat Abhiyan:
• To eradicate the system of open defecation in India.
• To convert the insanitary toilets into pour flush toilets.
• To remove the system of manual scavenging.
• To make people aware of healthy sanitation practices by bringing behavioural changes in people.
• To link people with the programmes of sanitation and public health in order to generate public awareness.
• To build up the urban local bodies strong in order to design, execute and operate all systems related to cleanliness.
• To completely start the scientific processing, disposals reuse and recycling the Municipal Solid Waste.
• To provide required environment for the private sectors to get participated in the Capital Expenditure for all the operations and maintenance costs related to the clean campaign.
