District Electricity Committee reviews slow Revamped Distribution Sector Scheme implementation and smart metering progress in Mokokchung.

MOKOKCHUNG — The District Electricity Committee on Monday reviewed the implementation of the Revamped Distribution Sector Scheme (RDSS) in Mokokchung and expressed concern over the slow pace of execution by contractors, with officials stating that the works are scheduled to be completed by December 2026.
The meeting was held under the chairmanship of Supongmeren Jamir, Lok Sabha MP, along with Mokokchung Deputy Commissioner and Member Secretary Ajit Kumar Verma, at the DC's conference hall.
During the meeting, Jamir reviewed the implementation of the RDSS and sought details on the progress of the scheme. Officials from the Power department informed the committee that the works under the scheme are scheduled to be completed by December 2026. However, they expressed serious concern over the sluggish pace of execution by the contractors, which is significantly behind the stipulated timeline.
According to the progress report presented by Power department officials for Mokokchung as of June 30, the physical achievements across various components remain far below the sanctioned targets.
Under the replacement of the lengthy LT network with HT lines, 106.89 circuit kilometres (CKm) of new 11 kV HT line were awarded, of which only 58.78 CKm have been erected. Of the 37 new 100 KVA three-phase distribution transformers awarded, 24 have been erected. A total of 42 new 63 KVA three-phase distribution transformers have been erected. For LT ABC (3x50+1x35+1x16 sq. mm), 43.59 CKm were awarded and 23.58 CKm have been erected. For LT ABC (3x70+1x50+1x25 sq. mm), 22.35 CKm were awarded and 12.35 CKm have been erected.
Under the 11 kV infrastructure for downlinking under NERPSIP, 29 CKm of new 11 kV line were awarded, but no progress has been reported. For 11 kV reconductoring, 81 CKm of bare conductor lines were awarded, of which only 12 CKm have been completed. Another 50 CKm of 11 kV MVCC reconductoring were awarded, but no work has been carried out.
Under cabling works involving replacement of LT bare conductors with LT ABC, 71.6 CKm were awarded, while only 17.10 CKm have been completed. For 33 kV reconductoring, 31 CKm were awarded, but no work has been completed so far.
On the status of smart metering under the Mokokchung Electrical Division as of June 30, 2026, officials reported that out of 32,388 smart meters awarded, only 1,473 have been installed, leaving a balance of 30,915.
The installations include all government offices, government quarters, and some private consumers. The department also informed the committee that approximately 500 private consumers under the Mokokchung Municipal Council area have received smart meters.
The committee observed that the contractors need to accelerate the pace of work to meet the December 2026 deadline.
