Respected Sir/Madam,
It has come to our notice through various news reports and public feedback that applicants are facing delays in obtaining Inner Line Permit (ILP) under the current online application system due to technical issues and the requirement to provide full details of guarantors. As a result, many genuine applicants have been unable to avail the ILP on time and are still waiting for approval.
In the meantime, some individuals are reportedly taking undue advantage of this delay by avoiding the process altogether, under the pretext of waiting for the online system to function properly.
In light of this, I humbly wish to put forward a practical suggestion:
Why not allow physical (offline) issuance of ILP for a validity period of two to three months; giving a one-week grace period may be announced to allow everyone a final chance to avail the ILP , failing which, strict enforcement can be applied. These steps may compel all concerned to comply with the process sincerely and ensure that no one escapes the system under false excuses. Since this being the first phase of implementation.
This temporary step will help clear the current backlog, ensure that genuine applicants are not deprived, prevent misuse by those taking advantage of delays, and create public awareness and streamline the transition to the online system.
If the offline facility is provided, even for a short grace period, I am confident that the process will materialise effectively. It will encourage full participation, especially from those who are struggling with the current online procedure, and give the public a fair opportunity to comply without delay or confusion.
Once the majority avails ILP physically, they can be encouraged to renew or update their permits online in due course. This hybrid approach will help ensure better coverage, reduce loopholes, and uphold the purpose of the ILP effectively.
I request the concerned authority to kindly consider this suggestion in the larger interest of transparency and smoother enforcement of the ILP system.
