The NSCN Eastern Flank has stated that they stand for a Naga political solution based on the principle of the Framework Agreement.

We have, time and again, written letters and issued clarifications to the government, the party, and the Naga public at large. We have always kept the door open for reconciliation and unity. The Peace Mission Teams, civil societies, and well-wishers have earnestly given their efforts for reconciliation and unity. Protecting the integrity of the party and the government, we have always chosen the path that saves our nation from another blunder. However, we are compelled by the letter from the National Security Council dated 22nd May, 2026 to openly state our unwavering stand in this matter from the very beginning.
We once again commit our allegiance to the unswerving principle of the Naga nation, a principle shaped through the mandate of our people: the submission of a memorandum to the Simon Commission on 10th January, 1929 by the Naga Club, demanding that the Nagas be left alone to decide their own future and that their political status should revert to the independence they enjoyed before the British came; the declaration of Naga Independence on 14th August 1947; the Plebiscite of 1951 affirming the Nagas' will to be an independent nation; and the official recognition of the unique history and situation of the Nagas. Based on this unique history and situation, the Government of India (GoI) and the National Socialist Council of Nagalim (NSCN) signed the Framework Agreement (FA) on 3rd August 2015 under the leadership of the then Chairman, late Mr. Isak Chishi Swu, and General Secretary Mr. Th. Muivah. The achievements and sacrifices of our pioneers, and the blood spilled by thousands of patriots, demand that we guard the sanctity of our national straggle against any internal and external perversion.
Since the signing of the FA, the GoI has effectively backtracked and betrayed the Agreement. From August to October 2019, the GoI served a three-month ultimatum to the NSCN, threatening that there would be no more talks if the NSCN insisted on a separate flag and constitution. To save the Naga nation from such danger, and strengthen the Naga Army, we earnestly requested the Yaruiwo to create two Divisions for Naga Army. As a result, a new Standard of Operation (Sop) for the Naga Army was issued by the Yaruiwo on 3rd September 2019, creating a Western Flank headed by the Longvibu and an Eastern Flank headed by the Deputy Longvibu, to strengthen the Naga Army and establish our base in the East across the present artificial Indo-Myanmar border. Exactly one month later, on 3rd October 2019, under the influence of the then Longvibu, Gen. Anthony Ningkhan Shimray-VC, this Sop was superseded by another order, dismantling the strengthening of the Naga Army, the backbone of the Naga political movement. During the time of the ultimatum, when the nation was at peril, the authorities of Hebron/Ghq failed to take the necessary political stays and instead worked in the interest of our adversaries.
The then Longvibu, Gen. Anthony Ningkhan Shimray-VC, instead of strengthening the Naga Army, withdrew the Alee Command (Bangladesh), an important command for our movement. He also sent messengers twice to Lieut. Gen. Retd. Hs. Ramsan-VC to return home, assuring him that RN. Ravi's staff would escort him at the present Indo-Myanmar border to participate in talks in New Delhi. Such an invitation is clearly in alignment with the policy of our adversaries. Gen. Anthony Ningkhan Shimray-VC was, and still is, openly parading alongside the forces of our adversaries.
During his tenure, Gen. Anthony Ningkhan Shimray-VC sent the then Brig. Alen Siro to Homalin to surround and annihilate us in coordination with our adversaries. We kept Brig. Alen Siro with us for more than 40 days, trying our best to reason with him against such treacherous activity and refraining from shedding the blood of our own Naga brothers, but he refused to listen. When the Peace Mission Team comprising of Maj. Retd. Hutovi Chishi, Convener of the Steering Committee; Maj. Gen. Retd. Ramkathing Varah, Executive member, Steering Committee; Maj. Gen. Retd. Rs. Chinaoyo, Executive Member, Steering Committee; and Mr. Wungnaoyung Sayai, Kilonser went to meet Brig. Sorei at Homalin Camp, Brig. Sorei openly stated that he was ordered by the then Longvibu and Brig. Alen Siro to shoot at the cadres of the Eastern Flank. Again, on 2nd November, 2025, an Army Command under the commandership of Brig. Yaruingani was sent to Somra village by the then Longvibu for a Joint Operation with the Myanmar Junta force in the Somra Area. Mr. Rh. Raising, Emissary to the Collective Leadership, said that the Command was sent to strengthen the Eastern Flank and that four or five other national workers from other tribes would also be sent. We were uplifted by such assurance from the top leadership, but when we went to speak with the Command in Somra, they refused even to talk to us. After all, it was a command to surround and crush us in alignment with our adversaries.
A peace proposal dated 7th December 2019 was drafted by a committee led by Lieut. Gen. Retd. Vs. Atem-VC, the then Collective Leadership Member. The committee's proposal, in its competencies serial no. 28 on "Flag and Constitution," qualified the Naga national identity and national rights through euphemisms: "the government of India is not in a position to recognize it," "respecting the will of the Naga people and prevailing sentiments," and "earnest peaceful political process." In objection to this, the then Alee Affairs in-charge, Lieut. Gen. Retd. Hs. Ramsan-VC; Lieut. Gen. Retd. Phungthing Shinrang-MC, Advisor Alee Affairs; and Mr. Pamshim Muivah, Delegation Member Alee Affairs, wrote an urgent letter to the Yamiwo on 7th December 2019. Acknowledging our stand, the position of the NSCN/GPRN was changed and corrected: flag and constitution would be settled through political decision, without which there can be no honourable solution. Despite this official correction, the deeds of some of our authorities suggested otherwise.
The leadership of the Hebron has failed to take concrete steps to save the nation. Despite the ultimatum and the repeated statements by the GoI that there will be no more talks on a separate flag and constitution, the leadership of Hebron has continued to engage in meaningless talks for more than ten years after the signing of the FA. This is a clear indication of their compromised and surrendered stand on the sovereign existence of the Naga nation. Those who endorsed and stood for the strengthening of Naga political issues by establishing arid reinforcing our base in the East were either terminated or sidelined by our own government and party.
Lieut. Gen. Retd. Hs. Ramsan-VC was summoned by the Yaruiwo to present himself to the Council Headquarters for his open objection to the compromised and surrendered position of the party and the government. He was wrongly terminated on 12th July 2023 through false accusations (Vide No. 22/GPRN/TER-SEM/YO-23), and later given pardon at will by the Yaruiwo on 25th Januny 2024 (Vide No. 10/GPRN/PARD/ORD-11/YO/24), falsely claiming that he had apologised to the government. Subsequently, Lieut. Gen. Retd. Hs. Ramsan-VC, along with Lieut. Gen. A. Raman-MM, MC, the then Deputy Longvibu, were terminated from both the party and the government on 18th July 2024 under false accusations of anti-national activities, branding them as anti-nationals
(Vide No. 09//NSCN/NSCN/GPRN/ORD-13r/YO24). Rejecting this injustice, the national workers and senior officers of the Naga Army in the East resolved on 10th August 2024 to remain under the leadership of Lieut. Gen. Retd. Hs. Ramsan-VC and the commandership of Lieut. Gen. A. Raman-MM, MC. Later, the Yaruiwo issued an order of revocation on 12th August 2025 (Vide No.16/GPRN/RE-15/YO/25), again falsely claiming that Lieut. Gen. Retd. Hs. Ramsan had positively responded to the General Amnesty proclamation and tendered an apology to the government. In response, Lieut. Gen. Retd. Hs. Ramsan VC issued a clarification on 23rd August 2025. Later, Lieut. Gen. Retd. Hs. Ramsan-VC was inducted as a member of the Collective Leadership on 17th February 2026 (Vide No. 01 /NSCN/APPT-59/CMO-26), while the then Deputy Longvibu was given revocation, retirement, and inducted as an Executive Member of the Steering Committee on the same date (Vide No. 06/GPRN/NA/ORD-34/YO/26).
On 20th March 2026, a delegation was sent by the Yaruiwo led by Rev. Punii, Special Counsel to the Collective Leadership (Vide No. 13/GPRN/MISC-52/YO/26), to administer an Oath of Allegiance. Our stand is that the policy must first be cleared, and those working in alignment with our adversaries must be addressed. Instead of clearing the policy and addressing those working in alignment with our adversaries within the party and government both in word and deed, requesting us to accept an Oath of Allegiance is not only an act to destroy us but also an unacceptable betrayal of our beloved national cause. If we, having been terminated from the party and the government, do not collect taxes, recruit new cadres, or promote our cadres, are we to return to your compromised and surrendered position? We continued to function - not to compromise and surrender the Naga political issue, but to remain united in safeguarding our rights and aspirations. Yet, without addressing the core issue, the party and the government have time and again issued termination orders and revocation orders at will, to force us into the process of negotiation within the Union of India.
Rejecting this compromised and surrendered position, and of the meaningless, endless talks with the Col, Mr. Ikato I. Chishi Swu, Executive Member Steering Committee and Mr. Victor Angami, Member of Collective Leadership and their entourage have taken the right decision to join hands with us to save the nation from another surrender.
We can never align and unite with those who have compromised the Naga political issue and those who are subservient to the pressure of the GoI. Now, that the GoI had backtracked and betrayed the FA, the only way for us to unite and reconcile is under the statement made by our General Secretary, Ato Kilonser, and Chief Negotiator Mr. Th. Muivah on 7th November 2024. However, the leadership of Hebron has failed to act on that statement. We have conveyed to all the Peace Mission Teams and well-wishers that we must take the necessary political steps by strengthening the Eastern Flank to arrive at a solution in principle with the FA. The leadership of Hebron has failed to listen and act. To reconcile and unite, we must address and clear the issue to its core. We can reconcile and unite only under the principle of the FA, in letter and spirit.
The ugly head of hypocrisy and surrender within some of the leadership of Hebron was openly displayed when four of our patriotic cadres were killed at Hongbei Village on 28th March 2026, even while a Peace Mission was still in process. At the time when the GoI is using the Kukis as a proxy to wage war against us to suppress the Naga political issue, and to create a Kuki Homeland within Nagalim, our cadres were sent to work in unison with the cadres of Ghq/Hebron. As such, our cadres met Ghq/Hebron cadres stationed at Hongbei village; they talked and agreed on uniting our force against our common enemy, and exchange pleasantries. However, some of the authorities of the Ghq/IIebron chose the betrayal of one's own brother, and directed the cadres to shoot one's own brother. It was through the divine intervention that two of our cadres survived and exposed the secret evil intentions, and plans of some of the authorities of the Hebron/Ghq. This clearly proves that the some of the authorities of the Hebron remain subservient to the pressure of our adversaries. We stand for a Naga political solution based on the principle of the FA. Killing the force that stands for the Nagas is a clear indication of a force working in alignment with the policy of our adversaries. In this matter, the Tangkhul Naga Long (TNL) and other Tangkhul CSOs have issued a non-cooperation directive to the Wung-Tangkhul Region
(NSCN/GPRN) until justice is delivered to the four fallen patriotic cadres. The directive of non-cooperation to WTR (NSCN/GPRN) by the TNL and Tangkhul CSOs is an act to demand justice for peace and unity among us. We fully support the noble decision made by the TNL and Tangkhul CSOs for justice, peace and unity. However, any attempt to revoke the non-cooperation against the WTR (NSCN/GPRN) before justice is served will be an abetment to create bigger problems among us. We once again commit our unwavering stand on the Kuki issue: there can be no peace and no compromise `if the Kukis insist on creating a Kuki Homeland within Nagalim.
Our strong disagreement with the leadership of Hebron concerns their deviation from the FA principles in deed. Despite Mr. RN. Ravi's statement that the talks concluded on 31st October 2019, and the GoI's continuous statements that there will be no further talks on a separate flag and constitution, the leadership has persisted in meaningless, endless talks. The competencies of any agreement must not deviate from the principles of the FA. Unfortunately, the competencies submitted by our authorities have strayed from the hard earned principles of the FA. There are many competencies which have drawn towards the Union/Constitution of India. Some points are shown below:
1. Competency serial no. 4(c) states that Nagas will send Lok Sabha and Rajya Sabha members to the Parliament of India.
2. The Naga Constitution/Yehzabo is to be inserted in the Constitution of India as a separate chapter {Competencies Serial No 29(b)}.
3. Without any clarity on the political integration of the Nagas, the matter cannot be rested with vague words such as "earnest political process" {Serial No. 6(c)}. If integration is to be done within the interim period, there is no need for a Naga Regional Territorial Council (NRTC) and District Council (DC).
4. "The Election Commission of the Tatar Hoho shall function in conjunction with the Election Commission of India" {Serial No. 2(g)}. "The oath of office of Midan Kilonser and all Kilonsers of the NRTC shall be administered by the Governor of the State concerned" {Serial No. 3(vi)}. "The Yaruiwo and the Kedallo shall be elected by both houses of the Tatar Hoho, and in recognition of this the President of India shall issue a proclamation for assumption of office" {Serial No. 2(k)}.
After more than 70 years of struggle and the sacrifice of thousands of lives for our beloved
Nagalim, can we now compromise our right to sovereign existence as a nation on account of the difficulties and position of the GoI? We can never allow this compromise and surrender in our generation. We will stand our ground to seek an honourable and acceptable solution based on the principle of the FA that was signed under the leadership of our Chairman, late M. Isak Chishi Swu and General Secretary M. Th. Muivah. As stated in the statement made by our leader Th. Muivah on 7th November 2024, we will pursue our course of action to save the nation from another surrender.
We appeal to all Nagas and national workers to rise up for the God-given rights of the Nagas. God Almighty is using the Nagas to build up according to His divine purpose. Therefore, let us abandon the spirit of doubt and timidity. Woe to those who doubt the faithfulness of God.
