Dimapur, Jan. 12: The government has reconstituted the Departmental Promotion Committee (DPC) for all non-gazette posts for various departments. The DPC comprise the following officers:
Director Head of the department as chairman; representative of the administrative department not below the rank of Under-Secretary, representative of the P&AR department not below the rank of Under-Secretary, and one senior officer of the directorate in concern not below the rank of deputy director in charge of administration.
The DPC shall follow all normal rules and procedures for consideration of promotion cases, a DIPR notice stated on Thursday. The heads of departments should ensure that promotion cases are always routed through the DPC expeditiously so that ad-hoc approach to officiating promotion is avoided, it stated.
The DPC, while considering cases for promotion, are to be ‘invariably guided’ by the following criteria: APARs for the previous five years; vigilance clearance from the State Vigilance Commission; availability of clear vacancy; completion of qualifying length of service as provided in the Service Rules; confirmation / regularization of promotion in the lower grade by the DPC; adherence to final seniority position.
