Stalled Pessao PHC project gets January 2027 restart assurance after village councils meet contractor following MoU expiry and delays
DIMAPUR — Construction of the long-delayed Primary Health Centre (PHC) at Pessao in Mon district is expected to begin in January 2027, following a six-hour meeting between three village councils and the contractor on Monday.
The Pessao Village Council (PVC) and Changlu Village Council (CVC) had summoned the contractor, M/S N Langphong Konyak, and the Monyakshu Village Council (MVC) for a joint meeting at Pessao over the stalled project.
According to sources, the meeting concluded with an assurance from the MVC that it would ensure construction work on the PHC commences in January 2027.
Sources said the January timeline was agreed to at the request of the MVC to allow time for mobilisation of resources. The PVC and CVC agreed to the arrangement despite the delay, based on the assurance given by the Monyakshu village body.

The contractor had been warned that an FIR would be filed if he failed to attend the meeting. The MVC was summoned along with the contractor as the latter belongs to Monyakshu village.
The development comes after the five-year agreement for developing and supporting the PHC expired on May 5, 2026, without the promised upgraded facility becoming operational.

Earlier reporting by Eastern Mirror had highlighted that 75% of the civil-works contract amount had been withdrawn despite little or no progress on construction.
The tripartite memorandum of understanding (MoU), signed on May 6, 2021, between The Hans Foundation, Pessao Village Council and the Health & Family Welfare department, was valid for five years.
The agreement envisaged transforming the existing PHC into a fully functional 24x7 health centre compliant with Indian Public Health Standards.
The state government had proposed taking over the facility following the expiry of the MoU, amid concerns over the delayed implementation of the project.
